Petition of John Knox, Fortfield, Crossmolina, County Mayo, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking payment of compensation for use of his property as a court house for a period of two years ending on August 1825. Points out in other parts of the country as much as £30 per annum is paid to rent a place to hold legal proceedings. Yet, he complains, despite having ‘a fair and just claim’ he was unable to secure payment of his demand from the magistrates of the barony of Tyrawley [Tirawley], who lack legal authority to make a grant. Annexes overleaf the names of 9 local magistrates to whom reference can be made in relation to his claim.

Since ‘merit without interest is seldom successful', she asks the Chief Secretary to use his influence with Charles Rodolph Trefusis, resident commissioner of inland excise in Dublin, or with any of the other commissioners.

Letter from James Scanlan, sub constable of police, Ballymahon, County Longford, to Henry Goulburn, Chief Secretary, Dublin Castle, asking to be informed of the outcome of an investigation of his behaviour held on 18 of August. Observes that an application for information on his case to the inspector general of police has not as yet received a reply, because he presumes, on account of the ‘extreme press of duty’. He complains he is without pay since 31 July and notes the magistrates have indicated that £5 is due him in wages, provided the final decision on his case is positive.

SCOPE & CONTENT:

Copy letter from Henry Goulburn, Chief Secretary, Dublin Castle, to JS Blacker, J Atkinson and C Woodward, [magistrates], Portadown, County Armagh, responding to a query over deployment of the police to serve warrants. Stresses it is inappropriate to call for the assistance of the constabulary in issuing warrants for the recovery of fines imposed for breach of the revenue laws, as such is inclined ‘to defeat the great object of their institution’. Should a disturbance of the peace occur in the act of serving such a process, however, intervention by the police is justified. He further advises that as in the past, constables may be used under the direction of magistrates to deliver warrants in cases where the recovery of money is being attempted.

SCOPE & CONTENT:

Anonymous letter signed ‘A Suffering Prisoner’ to Henry Goulburn, Chief Secretary, Dublin Castle, complaining of the lack of lighting on the stairs and walkway of the [unnamed prison, but possibly the City Marshalsea or Sheriff’s Prison, Dublin] establishment. Warns of the threat of subversive conduct in this unlit area and claims in recent days an attack was made on an elderly inmate ‘at his chamber door with intent to murder him’. Advises that a ‘horrible conspiracy’ is in the making by those with evil designs and appeals for intervention to have the lamps lit.

Letter from Alfred Furlong, magistrate, County Limerick, concerning proposed road between Newcastle, County Limerick, and the city of Cork in County Cork

SCOPE & CONTENT:

Letter from Alfred Furlong, magistrate, The Castle, Newcastle, County Limerick, to Henry Goulburn, Chief Secretary, Dublin Castle, enclosing a memorial from local noblemen, magistrates and gentlemen, who draw attention to the need for a new section of road between Newcastle and the city of Cork in County Cork, and seek a report from the district civil engineer on same. Stresses the important economic benefits to the immediate district of the proposed line of communication, which would pass through the villages and towns of Shanagolden, Newcastle, Drumcolligher [Dromcolliher], Buttevant and Mallow. Refers to an earlier grand jury presentment to have a ‘very steep hill’ between Drumcolligher and Buttevant removed, which drew resistance from a local landed proprietor on whose land part of the road was to be laid. Memorial signed by Robert Leslie Jr, and 34 others. [Also a copy of same memorial]. Annotation on reverse of letter from the CSO states no funds from government are at present available for the project. States that parliamentiary funds are very limited and many applications have been made for new roads.

SCOPE & CONTENT:

Letter from Richard Greenham, clerk in comptroller officer [customs], city of Cork, County Cork, [c/o Mr Mathew, 5 Cork Hill, Dublin], to Henry Goulburn, Chief Secretary, Dublin Castle, complaining that he was unfairly deprived of the situation of comptroller in the revenue department of Cork. Recalls having the early favour of Lord Maryborough [William Wellesley-Pole] who assisted in securing his post and who made him a ‘promise of promotion’ in the customs establishment of the city. Regrets that due to the influence of William Syme, accountant general and comptroller, Mr [FW] Vanderkiste was appointed comptroller of Cork, a position in which he felt he had a natural right to progress. States he is now ‘without a shilling’ and requests a post of employment or a measure of financial aid to assist with his departure from Ireland. Also certificate in favour of Greenham applauding his experience and ‘unimpeachable character’ as employee with the customs department of Cork. Notes in the year 1812 he was sole author of ‘a compendium or digest’ of customs duties, a work that drew the appreciation of the mercantile community of Cork; signed by Arthur Annesley and 13 others.

Petition of Reverend Francis Fox, Church of Ireland rector of parish of Castleterra, Castleterra Glebe, Cavan, County Cavan, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, urging an advance of aid to pay for the completion of the new parish school house for 100 pupils. Expresses disappointment at the failure of his earlier application to government for aid, in view of the fact that local subscriptions to the value of £65 were raised, of which he personally contributed over £27. Observes, on the expectation of getting grant aid the new school was built, but it cannot be brought into service without the assistance of government. He notes a parochial school is already operational in one part of the parish, but this is ‘insufficient for the purposes of general Education’. Petition of the inhabitants of the parish of Kilmanman, Queen’s County [County Laois; Leix], diocese of Kildare, Derry, near Mountmellick, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting a government grant to aid construction of a new parish school house. In support of the venture, they remark, subscriptions are estimated to come to the sum of £50 and the proposed building site at Clonaslee will be given ‘for ever’ on lease from General Edward Dunne. Emphasises the educational needs of local youth who ‘remain exposed to the danger of vice and ignorance’, signed by Reverend Thady Dunne, Roman Catholic parish priest, and 11 others.
