File of material relating to a request for some building alterations at the new court for the relief of insolvent debtors, Dublin, and also attention to the former premises. Includes letter from Peter Burrowes Jr, chief clerk, Court for the Relief of Insolvent Debtors, to Henry Goulburn, Chief Secretary, Dublin Castle, drawing attention to some additional works, repairs and furnishings needed at the new debtors’ court in Dublin, that were ‘inadvertently omitted’ from the original plan. States a changing or robing room will be required for use by the commissioners, some new courtroom seating, repairs to the roof plus external and internal decoration to the offices; in addition the building previously occupied at Tailors’ Hall [Back Lane, Dublin] is to be returned to a state of good repair, with all furniture and fittings to be removed to the new premises [Ormond Quay], 9 September 1825. Also includes copy letter from Francis Johnston, architect and inspector of civil buildings, Architect's Office, Dublin Castle, to Robert Robinson, assistant secretary, Board of Works, Dublin, enclosing an estimate for the proposed work, which also incorporates the cost of repairs to a dwelling house attached to the new court, 23 September 1825. Also includes copy letter from John Parsons, commissioner, Court for the Relief of Insolvent Debtors, Hampstead, Glasnevin, County Dublin, to Goulburn, offering some suggestions in connection with accommodation at the new court and enclosing a copy letter on same to Edward Carolin and Sons, [builder], 26 September 1825.

Letter from Dr Edward Trevor, supervisor of convict transportation, Cove, County Cork, concerning passage for three male children on the convict ship 'Mangles' bound for New South Wales, Australia

SCOPE & CONTENT:

Letter from Dr Edward Trevor, supervisor of convict transportation, Cove [Cobh], County Cork, to Henry Goulburn, Chief Secretary, Dublin Castle, proposing that three male children, Bartholomew Cullen, John Dowd and William Bradley, who are deemed ineligible to travel on a ship taking free settlers to Australia, be permitted to board the convict ship 'Mangles' bound for New South Wales. Remarks this practice has been previously resorted to, and if sanctioned by government, a letter of communicating need be sent to the master of the [convict] ship and one to the governor of New South Wales [Major General Sir Thomas Makdougall Brisbane]. He observes there is ample space on the convict vessel for it has been deployed in the past to transport as many as 189 prisoners, with room to spare.

Letter from Lieutenant General Quin John Freeman, Henry Singleton and Robert Gregory, commissioners of the Board of Works, Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, referring to an account sent by Sir William Betham, Ulster King of Arms, for settlement of the cost of the supply of architectural drawings for use in ‘designs for Carving in the Chapel of Dublin Castle’ [not present]. Affirms the account has been passed for the scrutiny of the architect and inspector of civil buildings [Francis Johnston], who gives opinion that the sums attached are satisfactory except £4 11s 0d for hire of a coach. With annotation overleaf from the CSO indicating settlement is authorised.

Draft deed from Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, to James Saurin, John Armit, Henry Richard Paine and John Radcliff, appointing them as directors of all public works relating to inland navigation in Ireland. Stipulates the appointment is made under the terms of ‘an act to provide for the repairing, maintaining and keeping in Repair certain Roads and Bridges in Ireland’ [6th of George IV, chapter 101]. Through the appointment the directors have power to access a parliamentary fund of £500, 000 provided for use in promoting inland navigation in Ireland and other causes. Letter from Lieutenant General William Fyers, Major General Brooke Young, W Booth, John Butcher and S Thomas, Office of Ordnance, Lower Castle Yard, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, indicating a compartment attached to the engineer’s office at Tarbert, County Kerry, will be set aside for the accommodation of the officer of the commissariat department entrusted with responsibility to receive old bank coins and distribute new silver currency. Also earlier letter from the officers of the Ordnance to Goulburn, stating a room will be organised for the use of the commissariat officer engaged in the exchange of money at Tarbert.

SCOPE & CONTENT:

Letter from Dr Francis Barker, secretary, General Board of Health, 22 Bagot Street, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, reporting on an application from Andrew H Butler, surgeon, Duleek, County Meath, seeking issue of compensation for professional duties performed in the treatment of patients during an outbreak of fever in May 1825. Advises that Butler be instructed to seek recompense from the commissioners of the local board of health of Duleek, who are vested with power under the 58th act of George III, chapter 47, to give relief. Section 12 of the act, he observes, empowers the Lord Lieutenant to grant funds for such cases, which are to be reimbursed through presentments ordered by the county grand jury, 5 November 1825. Returns cover letter from Butler, Duleek [post town Drogheda, County Louth], to William H Gregory, Under Secretary of Ireland, Dublin Castle, enclosing a memorial to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, outlining his services and requesting compensation for same. On account of the local fever outbreak, he contends, it was necessary for him to abandon his private practice and to give over his time to the treatment of the ‘sick poor’, 23; 24 October 1825.

Letter from Thomas Popham Luscombe, deputy commissary general, commissary general's office, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, seeking the Lord Lieutenant’s permission to sanction the use of hired carriages to convey money to the value of £6,450 to Dublin, which remains a surplus in the hands of the collector of customs at Ballyshannon, County Donegal, following the exchange of old bank coins for new silver currency in that town. Remarks the cost of this transaction will be one penny per mile per 100 lb weight in coinage and affirms a commissariat officer will be despatched to Ballyshannon to oversee the transportation.
