Petition of Reverend Thomas P Le Fanu, chaplain, Royal Hibernian Military School [for soldier’s children], Phoenix Park, Dublin, to Charles Chetwynd Chetwynd-Talbot, 2nd Earl Talbot of Hensol, Lord Lieutenant, Dublin Castle, expressing personal alarm over a proposed reduction in his income as chaplain and seeking redress. States in his absence a meeting of the school sub-committee took place on 1 October [1821] and it was determined to decrease the salaries of 5 officers of that establishment. Incorporates a table showing the proposed reductions in salary and emoluments of the commandant, the assistant, the chaplain, the quartermaster and the matron. He complains he is most severely treated having to take a pay cut of £157 or three-fifths of his income, which is a greater sum than the combined loss of the other officers.

Petition of Reverend Edward Leet, curate, Donamore [Donaghmore] and Killancooley, County Wexford, requesting that government restore to him the income from the tithes of Ballymonies and Cahore

SCOPE & CONTENT:

Petition of Reverend Edward Leet, Church of Ireland [impropriate] curate, Donamore [Donaghmore] and Killancooley, diocese of Ferns, County Wexford, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting that government restore to him the income from the tithes of Ballymonies [Ballynamona] and Cahore, which are now collected on behalf of the crown. Complains of his small salary of £25 per annum which is augmented by a grant from the board of First Fruits of a further £25. Provides some historical detail to the tithes in question, which were absorbed by the crown in 1688, and subsequently granted to the vicarage of Kilmuckridge in 1702. He observes the tithe income was then for a period held by a impropriator, before being recovered by Reverend Richard Bentley Gordon [curate of Donaghmore], who held office between 1817 and 1823. Upon his resignation, the claim exercised by Gordon was deemed to be invalid and the lands reverted to the crown.

Letter from Richard Griffith, civil engineer, Antrim, County Antrim, to Henry Goulburn, Chief Secretary, Dublin Castle, reporting that two new boundary surveyors have been appointed to carry out work in the districts of Dromore, County Down, and in Londonderry, County Londonderry. Stresses the nature of the work is more difficult than first expected but in future a single surveyor per district should will prove adequate. Expresses satisfaction with the pace of the work, there now being two surveyors employed in County Londonderry, four in County Antrim and one in County Down.

SCOPE & CONTENT:

Letter from Lieutenant Colonel George Morris, governor, House of Industry, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, seeking the sanction of government on a proposed decrease in the number of lunatic patients taken into the institution. Observes that at present there are 460 patients and indicates his hope of reducing the number of beds by 20. Stresses he is encouraged by the opening of an asylum in County Armagh ‘a Quarter that sends more Lunatic Patients to the House of Industry than any other two Provinces in Ireland’. Notes that vacancies presently exist for 5 female lunatic patients and stresses his wish to lower expenditure in future. Encloses a statement from John Jackson and Elizabeth Jackson, supervisors of the lunatic departments, House of Industry, to Morris, complaining of the crowded state of the accommodation in the female wards and stressing the negative implications for the patients. Account certified beneath by Samuel Litton, physician, House of Industry.

SCOPE & CONTENT:

Petition of Edward O’Connell, Broadford, near Tulla, County Clare, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, complaining at the intransigence of the local magistracy and seeking redress and justice. Recounts being called upon to appears before the magistrates [Hugh Dillon Massy and Michael Martin] at the petty sessions at O’Brien’s Bridge on a charge of felony, which he claims he successfully defended. Complains he was summoned again to appear before Mr Fitzgerald and Henry Anderson O’Donnell, magistrates, but was opposed and a bail of £100 demanded from him. He expresses dissatisfaction that the oath of a boy just 13 years old was accepted by the magistrates, and protests that O’Donnell threatened to imprison him if he did not swear to something which he earlier denied.

SCOPE & CONTENT:

Letter from Major Thomas D’Arcy, inspector general of police for the province of Ulster, Belfast, County Antrim, to Henry Goulburn, Chief Secretary, Dublin Castle, rejecting an application from Francis Heavy of County Galway for reinstatement to the police establishment. Observes the reason given by Heavy for his removal is inaccurate and stresses it was taken after mature consideration by his chief constable, Mr Corrigan, a most ‘correct officer’; suspicion is also raised, he remarks, on account of Heavy having waited three years before making his application for reinstatement. Returns memorial from Heavy, former police constable, Castleblakeney, County Galway, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting restoration to the police establishment of County Galway. Calls to attention his faithful service in the ranks of the police over a period of three years and complains he was discharged by D’Arcy ‘for no other Crime But Marrying without leave’. Encloses a copy letter from Captain CL Bennett, chief constable, Cavan, County Cavan, to D’Arcy, reporting that McDonald has refused to carry out sentry duty in the town. Indicates he has been a troublesome character and was previously removed from another station following a magistrates’ report alleging he was involved in the collection of the Catholic Association rent.
