Petition of Thomas Buckmaster, tailor, 5 Dawson Street, Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting settlement of arrears of £10 that remain outstanding for provision of clothing to Captain Henry Ackland of the city police. Claims he made an agreement with Ackland to provide the clothing, with payments to be forwarded to him in three separate instalments. He acknowledges receipt of two payments, totalling £27, but the final one has not yet been made despite several applications; gives his view that funds are available in the hands of the police treasurer to satisfy his demands.

SCOPE & CONTENT:

Letter from William Kelly, [former clerk revenue], 17 Wentworth Place, Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, alluding to his career misfortunes and seeking to have his wife or one of his daughters placed on the concordation list. Recalls having to take a considerable cut in salary from £330 to £180 because of changes in official regulations and laments more recently he is placed on a superannuation pension of just Stg£92 a year. Expresses his heart felt disappointment at failing to succeed Doctor Parkinson as director of the state band, in accordance with a promise made him by Philip Yorke, 3rd Earl of Hardwicke, [Lord Lieutenant of Ireland, 1801-1805]; complains despite having acted as overseer of the state band for 18 years, the position was given to Sir John Stephenson. Mentions his responsibility for a family of 11 and conveys his concern for the future of his elder sons, whom despite their educational attainments, have not advanced to a sufficient degree in their chosen careers. Also letter from Burton Newenham, clerk of the minutes, [Inland] Excise Office, Dublin, to the Chief Secretary’s Office, Dublin Castle, reporting that Kelly has made several applications to the office for relief ‘but in vain’. Observes he was discontinued in the excise office on grounds on being ‘totally unfit for active duty’.

Petition of James Danaher and James Dondon, farmers, Cloghatacka, County Limerick, requesting bail following their imprisonment over the death of Thomas Slattery at a pattern in Kildimo

SCOPE & CONTENT:

Petition of James Danaher and James Dondon, farmers, Cloghatacka, [near Clarma], County Limerick, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting authority be given the chief magistrate of police for County Limerick to accept of bail prior to their trial at the next assizes. Acknowledges they are charged with assaulting Thomas Slattery at a 'Patron' [pattern] held in Kildimo in July last, and that he died some time later in Limerick infirmary. While accepting the seriousness of the charge they stress a positive response to their application for bail ‘will in no means retard the ends of Justice’. They affirm they have an unblemished record and state they can bring forward two respectable persons to vouch for them at ‘any Sum’. Alludes also to an earlier memorial to the Lord Lieutenant for bail that did not receive a response.

Letter from George Burdett, Glenageary, Kingstown [Dunleary; Dún Laoghaire], County Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, making application for appointment as a commissioner of Kingstown harbour. Indicates he is ‘the most considerable Land holder’ in the area of the harbour works and also hopes to further serve the community through becoming a magistrate for the county. Remarks his residence in the district has been necessitated by concerns arising from damage done his property by an incomplete [rail] road. Also makes reference to an earlier expression of interest for the situation of a harbour commissioner to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, over which he had an expectation of success.

Recall a long period of military service to the crown and his acceptance of half pay in 1822 on account of the regiment going to India. Recalls having served for 10 years in the army, principally under the Duke of Wellington [Arthur Wellesley] in the Peninsula campaign. Claims to be ‘in the bloom of youth’ but is ‘ill adapted’ to manual labour having been a brought up in the habits of a soldier since boyhood. Adds a request in postscript for a reply to Mr McNamara, publican, [Bokerbee], Limerick.

SCOPE & CONTENT:

Letter from Richard Willcocks, inspector general of police, Cork, County Cork, to William H Gregory, Under Secretary of Ireland, Dublin Castle, rejecting an application for arrears of salary from Thomas Howard, late chief clerk in the police of County Limerick. He points out that Howard’s claim dates back to the period of the late Major Richard Going [chief police magistrate, Rathkeale, County Limerick, who was murdered on 22 October 1821] but is ‘decidedly of Opinion that there is not one Sixpence due’ the applicant. Points out Howard was pay clerk under Going and is unlikely to have ‘forgotten’ to pay his own wages; furthermore, the applicant made no demand at a previous investigation of financial transactions under Going nor is the chief constable of police in County Limerick [Thomas Doolan] of opinion that arrears are due. Returns letter from Howard, Shinrone, King’s County [County Offaly], to Gregory, requesting settlement of an outstanding balance of wages amounting to near £30, due at the Spring assizes of 1824. Outlines his claim and asks that reference be made to Mr Balmer, chief constable and paymaster of County Limerick, and also to Doolan on the matter.

SCOPE & CONTENT:

Letter from Reverend Thomas Foley, parish priest, Dingle, County Kerry, to Henry Goulburn, Chief Secretary, Dublin Castle, requesting an office be opened in the town of Dingle to facilitate the exchange of old bank tokens for new silver coins, in accordance with a government proclamation to that effect. Emphasises the surrounding district has a population of 35,000, with the majority being preoccupied with the duties of tillage harvesting, and disinclined to travel a journey of 22 miles to Tralee to make the exchange. Points out the local town is larger that either Tarbert or Kenmare, both of which have been given public exchange offices, and stresses the benefits of a local place of transfer. Also makes reference to the perceived loss to the peasantry of the exchange of coins.

SCOPE & CONTENT:

Letter from William O’Regan, Limerick, County Limerick, to Henry Goulburn, Chief Secretary, Dublin Castle, requesting permission to succeed to the vacancy for assistant barrister in County Limerick, following the resignation of Thomas Lloyd. Makes reference to past disappointments in his career and hopes that the combined recommendations of William Saurin [Attorney General, 1807-1822], Thomas Manners-Sutton [Lord Chancellor of Ireland] and the present Attorney General [William Conyngham Plunket] will weigh in his favour. Indicates his contention that any technical difficulties in the way of his nomination can be overcome by adjustments similar to those resorted to in the past. With annotation on base from the CSO stating the appointment will be subject to the usual rules of competition following an evaluation of all applicants.
