SCOPE & CONTENT:

Petition of James McCarty, Drumhaughly, parish of Killoe, County Longford, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, alleging an assault by the police of Newtownforbes and seeking an investigation and redress. Explains he was wrongly implicated in a disturbance that erupted in the public house of Patrick McDonagh, following a trip to Drumlish fair on 19th of September. Accuses Nathaniel Fallon, chief constable of police [Newtownforbes] and his under constables, of using excessive force against him; asserts he was subjected to attack by a sword and was severely wounded in the arm and across the fingers. Claims the police acted with ‘intent to murder him’ and he was obliged to remain in Drumlish for a number of days, attended to by Doctor Williams of Longford. Complains he was brought before the court but not permitted to offer any witnesses in his defence; having been found guilty he was confined to Longford Gail. He was later released upon payment of 2 shillings and 6 pence to the gaoler, despite the abolition of jail fees, he laments.

Letter from Lieutenant Colonel Meyrick Shawe, private secretary to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, to Thomas Taylor, clerk, Chief Secretary’s Office, Dublin Castle, requesting that some letters or enclosures from Miss Anna McColl be returned to him, 15 December 1827. Also letter from McColl, 1 Bridgewater Square, Barbican, London, to the Chief Secretary’s Office, requesting return of documents sent earlier to government. States they are invaluable as a source of evidence and needed for presentation to the Lord High Admiral, 12 December 1827. Also letter from McColl to Shawe, reciting the names of correspondents’ referred to in the documents she seeks, c14 December 1827. Also letter from McColl, 7 Baggot Street, Dublin, to the Chief Secretary’s Office, acknowledging receipt of sum of £1. Expresses desire for return of a number of certificates and letters forwarded in connection with an application for the post of matron at the Richmond General Penitentiary, Grangegorman Lane, Dublin, including one from legal representatives, Wallace and Green of Dublin. Stresses her wish to be informed if any other suitable post should become available and adds ‘I never interfered with the subject of Religion further than reading the scriptures, if called upon to do so’.

Petition of John King, 60 Lower Kevin Street, Dublin, to William H Gregory, Under Secretary of Ireland, Dublin Castle, seeking a post of employment under government. Complains of personal hardship for himself and family and warns ‘as I am not able to earn bread for them I will put myself out of this world’. Expresses frustration at being unable to procure employment and fears he suffers from ‘a complaint in my bowels’. Stresses his loyalty to government and suggests the assistance of Mathew Barrington, crown solicitor [Munster circuit], be called on to assist in his getting paid labour.

SCOPE & CONTENT:

Letter from Reverend Robert Hume, inspector and chaplain, Dundalk Gaol, County Louth, to the Chief Secretary’s Office, Dublin Castle, seeking direction on whether he can continue to refuse gaol admission to Mr [A] Marmion, who allegedly advised a prisoner against engaging in physical labour and consequently caused a degree of disturbance amongst the inmates. Stresses he wishes to act with integrity, especially in the face of a threat by Marmion to expose some personal or organisation weaknesses in the institution. With response on back from John Sealy Townsend, King’s Counsel and legal advisor to the Chief Secretary’s Office, stressing the inspector is within his rights to prevent entry to ‘any person who has attempted to instigate a violation of the discipline’ of the gaol. Encloses letter from Marmion, Dundalk, to Hume, complaining of his being refused entry to the prison to visit Mr Sherry, a debtor. Claims to be a creditor to the prisoner in question, and defends his earlier criticism of prison regulations that force a man who is neither tried nor convicted by the court to do physical labour. He gives his opinion that the act needs to be repealed and expresses his own willingness to carry such a measure forward. Warns if not given admission to the prison, he will take steps to expose the conduct of the inspector and his staff to the public.

Indicates he has just learned of the death of Richard Chetwynd, 5th Viscount Chetwynd, and in consequence, a writ sent to Henry Goulburn, Chief Secretary, must be recalled. He observes further that both James Caulfeild Browne, 2nd Baron Kilmaine, and William Waldegrave, 1st Baron Radstock, have passed away. Remarks he receives no official notification of the deaths of peers and is dependant upon the record passed him by the Ulster King of Arms [Sir William Betham].
