Petition of Reverend James Horner, Presbyterian chaplain, Newgate prison, [Harcourt Street], Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting appointment as chaplain to the Presbyterian prisoners on board the convict ship ‘Essex’ at Kingstown harbour [Dunleary; Dún Laoghaire], County Dublin. Expresses his anxiety to attend to the spiritual needs of ‘unworthy members of the Presbyterian church’ coming from the province of Ulster and also those from the of jail Newgate who are at present ‘deprived’ of all opportunity to worship. Complains of his exclusion from the convict hulk and notes that prisoners of both the Roman Catholic and Church of Ireland churches are permitted to avail of the services of a chaplain. |

Letter from Charles Nangle, flour miller, New Haggard, Trim, County Meath, to Henry Goulburn, Chief Secretary, Dublin Castle, requesting that an order be issued to Christopher Lynch, chief constable of police, at Kilmacthomas, County Waterford, compelling him to pay arrears of £15 2s 6d. Claims that Lynch, a former quartermaster of the 27th regiment of foot, left the unsettled account following an earlier venture into the bakery trade in the town of Trim. Complains despite several applications for the arrears over the course of two years, his bill remains unpaid. With annotation on base from Goulburn stating government has no power to demand settlement of private arrears but the matter may be resolved through regular proceedings at law. |

Letter from Andrew Brenn [Brunn], corporal and pensioner of the 17th regiment of light dragoons, Scarriff, County Clare, to Henry Goulburn, Chief Secretary, Dublin Castle, enclosing a memorial from the out pensioner of counties Clare and Galway seeking appointment of a resident magistrate. Being ‘old and infirm’ they complain of the difficulty of having to travel considerable distance to see a magistrate to have their affidavits for pension bills signed. Likewise, they claim, the police and military stationed at Tomgraney, Feakle and Scarriff all labour under inconveniences on account of the lack of a resident magistrate at Scarriff. Observes the district is ’notorious for robberies and Insurrectionary Proceedings’ and would greatly benefit from the appointment of a man such as Sir John Read of Moynoe House in Scarriff. With separate sheet signed by Brenn and 25 other pensioners. |
