SCOPE & CONTENT:

Letter from the magistrates of the town of Ennis, County Clare, to Henry Goulburn, Chief Secretary, Dublin Castle, requesting the officer of the commissariat department be given an extension of time to carry on the exchange of new silver currency for old. They also ask that a supply of six pence coins be granted for use as a present shortage of that denomination is ‘particularly distressing to every class of shop keepers and dealers’. Stresses their contention that the commissariat officers should stay in the area beyond the 16th December to accommodate the people. They also observe, use of copper coins have ‘almost disappeared’ due to an ‘erroneous notion that they will be of more value after the sixth of January next’ [the date designated for the assimilation of the Irish currency with the British]. Signed by Thomas Mahon and 6 others magistrates.

Letter from Richard Willcocks, inspector general of police, Cashel, County Tipperary, to Henry Goulburn, Chief Secretary, Dublin Castle, conveying opinion that a break from duties may be allowed John Willcocks, chief constable of police in the barony of Middlethird in County Tipperary ‘without danger of injury to the public service’. Encloses memorial from John Willcocks, Cashel, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting leave of absence for a period of 6 weeks to attend to ‘some Private affairs’. Stresses his regularity in constabulary duty, having never previously taken leave of absence from work. Annotated on top of letter reads ‘Granted’ written in the hand of Wellesley. Claims he served as porter for 15 years with the mail coach office but ‘was dismissed for having informed against the principle Gentlemen and merchants for sending letters by the Coach as parcels’. Speaks of the ’sacrifice he made for the increase of the Revenue’ and cites the name of William Le Poer Trench, secretary, Customs House, Dublin, as an advocate in his cause.

SCOPE & CONTENT:

Letter from Richard B Cotter, inspector of Cork county gaol, Cork, County Cork, to Henry Goulburn, Chief Secretary, Dublin Castle, concerning whether or not the Lord Lieutenant’s approval is needed on plans to add extra wards and day rooms to the jail. Observes he and his colleagues have reviewed the pertinent legislation [50th of George III, chapter 103, section 8] and are of opinion that government sanction is unnecessary. Should such sanction be required by law, however, he undertakes to have the necessary document forwarded for approval. With response on back from John Sealy Townsend, King’s Counsel and legal advisor to the Chief Secretary’s Office, stressing the proposed modification must have the Lord Lieutenant’s sanction.

Letter from Richard Willcocks, inspector general of police, concerning investigation of charges by John Healy against Lieutenant Hamilton, chief constable of the barony of Clanmaurice, County Kerry

SCOPE & CONTENT:

Letter from Richard Willcocks, inspector general of police, Cork, County Cork, to Henry Goulburn, Chief Secretary, Dublin Castle, reporting on an investigation of charges preferred by John Healy, sub constable of police, against Lieutenant Hamilton, chief constable of the barony of Clanmaurice, County Kerry. Reveals the substance of Healy’s allegations related to the failure of Hamilton to advance the whole amount of salary due him in a timely manner. Observes he conducted a full investigation of the case with assistance from 6 local magistrates and found that Healy was ‘totally unable to Substantiate, or prove, any one of the charges’ made against Hamilton. Indicates an examination of the salary accounts was undertaken where it was discovered Healy was paid up to date as were all the other constables. He concludes Healy is ‘Guilty of Perjury’ since he swore an oath before the magistrates in petty sessions and recommends his dismissal. Annotated on top of letter from Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, expresses his resolve to have Healy removed from his post.

Petition of James Connor, former sergeant in the Royal Marines, 5 Phoenix Street, Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting a situation of employment in any department of government. Discusses his past record over a period of 18 years with the Royal Marines during which he saw action in Italy and was present at the ‘capture of the French Naval and Military force at St Domingo [Saint-Domingue] in 1803’. Alludes to wounds of past battles and his promotion to the rank of commissioned officer under Admiral Sir John Thomas Duckworth. States that following a long absence from home, he has no friend to call upon for aid, and finds it difficult to provide for himself and daughter on his modest pension. Also mentions a letter of reference from Richard C Sconce, secretary to Admiral Duckworth [not present].

Petition of Hance Baird, licensed grocer, Bangor, County Down, seeking the intervention of government to aid in recovery of a debt left behind by William O’Donnell Sr, a former revenue boatman

SCOPE & CONTENT:

Petition of Hance Baird, licensed grocer, Bangor, County Down, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking the intervention of government to aid recovery of a debt of £2 12s 10d left behind by William O’Donnell Sr, a former coxswain on a revenue barge at Bangor. States he was in the habit of supplying provisions to the man in question on a credit basis, upon expectation of payment on receipt of his monthly salary, but observes in March 1821 O’Donnell was superannuated and subsequently moved to Dublin. Complains that repeated application to the commissioners of customs in Dublin, have failed to bring a response or answer. Encloses copy letter from O’Donnell, Dublin, to Baird, explaining his plan to go to Bangor to settle all outstanding debts, upon payment of his forthcoming salary. Reveals he was on his way to Bangor on 2nd April last but having stopped off at Belfast to collect his wages he encountered some ‘Bad company…[and] lost all my money’.
