Letter from Sir Edward Smith Lees, secretary, General Post Office, Howth, County Dublin, to the Chief Secretary’s Office, Dublin Castle, offering some reflections on the assimilation of the Irish money with the British, due for implementation under the Currency Act [6th of George IV, chapter 79] on 5th January 1826. Encloses memorandum with comparator of Irish and British currency values and proposals for a modified scale of postage charges for Ireland. Draws attention to the inconvenience of making an adjustment in ‘Fractions of a Penny’ and the utility of adopting a new scale of ‘reduced’ postage rates. Discusses the negative implications for post office revenue should the British copper not be put into circulation in Ireland.

SCOPE & CONTENT:

Petition of George Bradshaw, late of 5th regiment of dragoon guards, high constable of the barony of Clanwilliam, Pegsborough, near Tipperary, County Tipperary, to the Chief Secretary’s Office, Dublin Castle, requesting permission to have the assistance of the police constabulary to enforce collection of cess. States that three parishes out of a total of 22 under his jurisdiction resist payment of dues and despite serving notice and calling in person, he has not succeeded in obtaining dues. Remarks his predecessor was forced to distrain to collect outstanding cess and anticipates in pursuit of he duty he is ‘likely to meet resistance’.

Encloses copy letter from Peter La Touche Jr, Sir GF Hill, JC Beresford and George de la Poer Beresford [Bishop of Kilmore], trustees of the Linen Board, to the clerk of the Privy Council of Ireland, recommending an increase in remuneration for inspectors employed by the board. In accordance with the view of a committee of the House of Commons, they recommend 20 men of the ‘first class’ have their salaries raised from Ir£40 to Stg£50 and 15 of the following class have their salaries raised from Ir£40 to Stg£40.

Upon mature consideration, he admits, he discovered the payment was allowed by law to cess collectors. He expresses some doubt as to his entitlement to payment of poundage in addition to his salary.

Letter from John Connolly, [Caherfurvaus], County Galway, to William H Gregory, Under Secretary of Ireland, Dublin Castle, seeking to have an accurate survey made of the townland of Caherfurvaus for the purpose of securing a more equitable cess charge. Encloses memorial from the landholders of the townland of Caherfurvaus, parish of Killinan, barony of Dunkellin, County Galway, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting appointment of a suitable person or persons to make a survey of the townland of Caherfurvaus. Such an evaluation, they contend, will provide an accurate calculation of townland acreage and remove ambiguity and difference over cess or vestry charges. Memorial signed by Connolly and signed or marked by 22 other inhabitants of the parish. With annotation on base of letter by Henry Goulburn, Chief Secretary, pointing out in the context a surveyor is appointed for general purposes to act in a particular county; in such circumstances, their locality will receive attention in due course.
