Letter from Thomas Popham Luscombe, deputy commissary general, commissary general's office, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, recommending the ship ‘Basilisk’ [likely anchored in the harbour of Kingstown, County Dublin] be given permission to sail for Cork, County Cork, with her cargo of £16,000 in new English silver for delivery to the agent of the Bank of Ireland in that place. He reports that £56,000 in Irish currency is ready for shipment to London in the morning, plus an additional IR£50,000 is expected from Cork. [Contains list of names not given in this description.]

SCOPE & CONTENT:

Letter from Henry Watson, mayor, Limerick, County Limerick, to Henry Goulburn, Chief Secretary, Dublin Castle, seeking clarification on dealing with a local case of forgery and asking if the charge is bailable. With response on back from John Sealy Townsend, King’s Counsel and legal advisor to the Chief Secretary’s Office, stressing the accused person is entitled to bail. Encloses copy affidavit of William Worrall, Francis Street, Limerick, in which he accuses William Smyth, an attorney of the Tholsel Court and Edward Bernard, an insurance agent, of conspiring to defraud the fair creditors of Charles George Cotterill, a bankrupt merchant of the city of Limerick. Explains in detail the basis upon which his charges are founded and reproduces a letter allegedly forged by Smyth to further his criminal aims. Statement issued and sworn in the presence of Watson.

Letter from Major Thomas Powell, inspector general of the Leinster constabulary, concerning a complaint by Peter Halsted of Athlone, County Westmeath, over the theft of his cloak

SCOPE & CONTENT:

Letter from Major Thomas Powell, inspector general of the Leinster constabulary, Corkagh, Rathcoole, County Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, concerning a complaint from Peter Halsted alleging incompetence on the part of the police of Maynooth, County Kildare, following the theft of his cloak, 29 December 1825. Encloses letter from James Tandy, chief police magistrate for counties Carlow, Wicklow and Kildare, Grangebeg, Kilcullen, County Kildare, to Powell, reporting on the circumstances surrounding the stolen cloak. He states the item was taken by a man from the mail coach at Maynooth, whilst on route from Dublin to Athlone. Immediately, he states, the crime was reported to police and the thief promptly apprehended. In due course, the case came before the magistrates at the quarter sessions in Naas, County Kildare, but the owner, Halsted, failed to appear to prosecute the offender. In the event, the police constable who apprehended the culprit was awarded the cloak, 27 December 1825. Also encloses letter from Halsted, Ordnance Depot, Athlone, County Westmeath, to William H Gregory, Under Secretary of Ireland, Dublin Castle, complaining he was not informed by regular summons of the date of the court proceedings at Naas. Emphasises his dissatisfaction at the response of the police at Maynooth and asks for redress, 7 December 1825. Also encloses letter from [George] Boyd, police constable, Maynooth, to Halsted, insisting that since no effort was made to prosecute the man charged with the theft of the cloak ‘you have no further call to it, the Sub Constable who had the Cloak Sold it for 7 shillings’, 6 December 1825.

States he and his son were most active in their support of government during the disturbances in County Kerry and they sustained damage to private property at that time. Alludes to the expectation of a position in the colonial department for his eldest son as suggested by a communication from government in September 1824. He remarks the boy possesses ‘excellent talents’ and is well fit to hold such a position.

Letter from Reverend Casar [Caesar] Otway, [Church of Ireland curate of Leixlip, County Kildare], Lucan, County Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, requesting appointment to the situation of chaplain to the Royal Hibernian Military School, Dublin, soon to become vacant through the resignation of Reverend Thomas P Le Fanu, 7 December 1825. Encloses letter from Colonel Edward Conolly, Celbridge, Castletown, County Kildare, to Goulburn, recommending the appointment of Otway to the post of chaplain of the Hibernian School for which he is ‘particularly qualified’. Stresses his strong credentials and his experience in teaching children at the charter school of Celbridge, County Kildare, 6 December 1825. Also draft reply from Goulburn to Otway, acknowledging application but pointing out the position is already given a clergyman with outstanding claims on government.
