Letter from Richard Hely-Hutchinson, 1st earl of Donoughmore, Knocklofty, County Tipperary, to Henry Goulburn, Chief Secretary, Dublin Castle, 16 January 1823, seeking government's approval for the enclosed set of rules and regulations, submitted to the magistrates of County Tipperary, by Richard Willcocks, chief police magistrate, respecting the conduct of police constables and chief constables; states that they have been approved by the magistrates [regulations not present - these were subsequently returned to the magistrates with comments]. Also note by John Sealy Townsend, KC and legal advisor to the Chief Secretary's Office, offering his opinion on the rules, and in particular querying those relative to the power of the magistrates, 21 January 1823. Also copy of letter of reply from [William Gregory, Under Secretary], Dublin Castle, to Donoughmore, February 1823, and letter from Donoughmore to Gregory, in defence of the regulations submitted, 1 March 1823. |

Refers to the conduct of grand juries and city corporations in 'the shameful plunder of the public money', and recommends that they be reformed. Urges 'Let the conduct of the upper orders be reformed, and employment given to the labouring poor and their families, and the utmost tranquillity will prevail in Ireland'. |

Letter from John Toler, Lord Norbury, Lord Chief Justice of Court of Common Pleas, Ireland, to William Gregory, Under Secretary, Dublin Castle, 23 February 1823, enclosing letter from Henry Cole, Mountrath Street police office, Dublin, police magistrate of the 4th division of Dublin police, to Norbury, reporting on the circumstances of a fire in the east wing of the Four Courts, Dublin, caused by the 'impudence' of George Mackin, an enrolling clerk in the common pleas office. Reports that no damage was caused to any of the records held at the Four Courts, and attributes this to the fire proof construction of the record office, 23 February 1823.
