Letter from George Warburton, Inspector General, Castlegar, [County Galway], to Francis Leveson Gower, Chief Secretary, forwarding a half yearly inspection report from his district; noting that the magistrates are satisfied with the constabulary but suggesting that government ‘take the whole expense off the counties and provide for it in some other less direct mode of taxation’ as this would make it a ‘most popular Establishment’ and give government control over any increase or decrease in numbers. Includes report noting the strength of the force at each rank for the counties in Connaught and County Clare and briefly reporting on equipment, horses, discipline, barracks and stabling.

Copy of letter from Robert Atkinson, Chief Constable, Strokestown, [County Roscommon], to Maj Warburton, reporting on a number of armed attacks on houses by Rockite gangs in search of arms. Includes affidavits testifying to armed attacks and robberies of houses in County Roscommon, sworn before Thomas Conry by George Newcombe of Ballinafad Cottage, James Mitchell and John Quinn of Cloonmurray, Thomas Nary of Shrove, James Conway of Clooncullane, Andrew Kearns of Oakfield, Hugh O’Ferrall of Ashbrook, Martin Collins of Marlfield, all in County Roscommon. Also covering letter from George Warburton, Inspector General, Castlegar, [County Galway], to Francis Leveson Gower, Chief Secretary, observing that the constabulary in Roscommon are continuously watched and as they consist of only small parties they can only protect their immediate stations.

Letters from Robert Ward, chief magistrate, Bangor, [County Down], to Francis Leveson Gower, Chief Secretary, reporting that he has posted the government proclamation in the town’s market house and has shown an accompanying letter to two local peers who are also colonels of militia; enclosing a copy of a letter from [James Cleland], the magistrate who acts for some of the clergy of the established church and who is now ‘busily employed in raising Brunswick Clubs’; observing that the adoption of the ‘Protestant Declaration’ appears to be very general in counties Down and Antrim and that the greatest part of the yeomanry and some of the militia in the north of the country are ‘sworn Orange Men’. Also copy of letter from Cleland, Rathgael House, [County Down], to Ward, expressing annoyance that several notices of his have been taken down by Sgt [Hurley] on the instructions of Ward.

Letter from James Wood Wright, Gola, Monaghan, to Francis Leveson Gower, Chief Secretary, forwarding a notice [not extant] which was posted in the window of a public house, near the catholic chapel in Scotstown and observing that great excitement is being generated by the circulation of such papers by the ‘Roman Catholic Association’.

Noting that Mr Graham is a protestant shopkeeper of unexceptionable character.

Letter from [William] Coffey, Mount Shannon, [County Clare], to Maj Warburton, noting that he has remonstrated with Philip Holland who has a number of catholic tenants who refuse to work for him and is determined to ‘turn every one of them out’ and replace them with protestant tenants from Mountshannon; adding that Holland believes that his tenants are under the control of their priest, Rev Sheehy; noting that the conflict has stemmed from the formation of a Brunswick Club in the town and the insulting of the catholic priest by Rev Hewleatt; observing that the protestant lives are in danger and catholic labourers face starvation due to the situation. Also covering letter from George Warburton, Inspector General, Castlegar, [County Galway], to Francis Leveson Gower, Chief Secretary, commenting on the difficulty in supplying additional police to the area.

Letter from George Warburton, Inspector General, Castlegar, [County Galway], to Lieut Col Gosset, responding to a suggestion regarding the reallocation and redistribution of the constabulary force and noting that he ‘despairs of being able to withdraw any of the small parties’ which are stationed next to petty session stations or magistrates. Adding that moves to change the allocation of forces by government would also cause alarm and distrust and would be resisted by magistrates.

Also letter from William Caldwell, Chief Constable, Ballina, [County Mayo], to Warburton, reporting on the arrest of suspected ribbonmen named Mandrew near Crossmolina, by a party of yeomanry assisted by S Paget and Mr Ormsby, magistrates. Also covering letter from George Warburton, Inspector General, Castlegar, [County Galway], to Francis Leveson Gower, Chief Secretary, noting that he was required to dismiss Mr Seales, sub constable for disobedience of orders.
