Petition of Richard F Stoney, Portland, Borrisokane, County Tipperary, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking a government grant of £50 to assist with the cost of establishing a new school house and residence at Portland in the parish of Lorrha and diocese of Killaloe. Remarks to date almost £100 has been expended of his own money on the building. States that subscriptions so far amount to less than £50 of which a sum of £29 12s 7d was given by the Kildare Place Society [Society for Promoting the Education of the Poor of Ireland] and the remainder by local people.

TITLE:

Petition of Patrick Nix, crown witness, Roscrea, County Tipperary, requesting payment of a weekly allowance or appointment to the police establishment

SCOPE & CONTENT:

Petition of Patrick Nix, [formally a farmer of Newcastle, County Limerick], Roscrea, County Tipperary, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting payment of a weekly allowance or appointment to the police establishment. States he acted as crown witness at the assizes of Limerick in 1822 and was later given a measure of government aid to facilitate removal with his family to Quebec, Canada [British North America]. Explains he found employment on the watch [police] establishment of that city, but alleges his captain, a Frenchman, discovered he was a past informer and dismissed him. Being unable to secure any further employment, he paid £12 to get himself and his family home. While on his way to see Thomas Philip Vokes, police magistrate of Limerick, his wife took ill, and they have ever since remained at Roscrea ‘in great distress’. Adds on base of petition ‘Thro dread I call myself Patrick Keily’ and asks a reply ‘under that name’ be directed to the post office at Roscrea, c27 August 1825. Also letter from Nix to Henry Goulburn, Chief Secretary, Dublin Castle, reiterating his appeal for a post in the police and enclosing a further memorial to Wellesley seeking compensation for his part in the prosecution of Patrick Henessy, Edmund Henessy, John Dargan, Thomas Halpin, John Kelly and Thomas Minane, for the murder of James Buckly [Buckley] of Ardagh, in County Limerick, 2 September 1825. Also additional memorial from Nix, Castle Barracks, Limerick, to Wellesley drawing attention to his services to the crown, especially his prosecution of those deemed to be responsible for the killing of Buckly. Prior to his part in the trial, he observes, he held a farm of 37 acres but cannot now return to his native place out of fear of reprisal, 24 December 1825.

SCOPE & CONTENT:

Letter from Major George Warburton, superintendent general of police for counties Galway, Clare and Roscommon, Ballinasloe, County Galway, to Henry Goulburn, Chief Secretary, Dublin Castle, conveying consideration has been given to an application by William Cuss for employment in the police but states his name has not been put forward by the magistrates at quarter sessions, and in addition, he is ‘above the age’ stipulated by act of Parliament. Returns memorial from William Cuss, late colour sergeant of the 66th regiment of foot, Swinford, County Mayo, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting appointment as a sub constable of police in the Connaught district. Claims to have been a constant and active soldier in the past over a career that spanned 16½ years and remarks he has responsibility for the welfare of ‘a large family’. Also refers to the advocacy of Sir William Brabazon in his behalf for the post and to a application to Warburton.

Letter from Richard Willcocks, inspector general of police, Bandon, County Cork, to Henry Goulburn, Chief Secretary, Dublin Castle, enclosing memorial from Captain Armstrong, [late of the 71st regiment of foot], chief constable of police in the barony of Muskerry West, Macroom, County Cork, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting leave of absence for a period of two months to travel to County Sligo to visit his wife and family. In addition, he states, he must give his attention to ‘some family affairs of the utmost importance’. Adds in his absence his duties will be undertaken by Captain Gallway, a chief constable of police in the barony of Muskerry East. With certificate added to base giving sanction to his application for leave, signed by Simon Davies and three other magistrates.

SCOPE & CONTENT:

Letter from Mathew Barrington, crown solicitor [Munster circuit], Cork, County Cork, to Henry Goulburn, Chief Secretary, Dublin Castle, reporting that Honora Culhane of County Limerick will not be required to give evidence in court against any of the persons charged with the murder of her husband, Michael Culhane. Returns memorial from Honora Culhane, widow, Ballywilliam, Rathkeale, County Limerick, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting a measure of compensation ‘for her future support’ following the killing of her husband. Observes her husband, was ‘attacked by a great number of Croppies or united men on the lands of Robertstown’ and killed on account of being a tenant to Luke Dillon, 2nd Baron Clonbrock. Remarks that 6 suspects have been apprehended and imprisoned but the trial has been delayed until the next assizes of Limerick ‘in order to apprehend others’ for the crime.

Letter from Major William Reid, [of the Royal Engineers], superintendent of the Ordnance Survey of Ireland, Ordnance Survey Office, Phoenix Park, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, requesting permission be given by government for access to the [County] Down Survey during the execution and completion of the general survey of Ireland. Also additional letter from Reid to Goulburn, stating that the person who accepts fees for consultation of the Down Survey is Rowley Heyland, deputy surveyor, ordnance map office, and that the latter expressed opinion that the cost of such would be met by government.
