Complains of spread of dysentery among the convicts, especially those without space in the hospital, and makes request for ‘18 to 20 mattresses with a few pair more of blankets’ and other necessities wanting for lack of funds; reports that they are ‘now tolerably free from fever in the Depot having but one man in it and since the clothing was had colds and pneumonic afflictions have very considerably diminished’. |

Alleges that Hume refused official signature and retained warrant as he claimed that Hamilton’s brother was ‘indebted to him at the time of his decease’; petitioner states that his deceased brother received from Hume a certificate giving him ‘a complete Discharge for any Debt’; also discusses legal avenues open to him and observes ‘Mr Hume is not warranted in availing himself of his Official Situation to do an Act of Injustice’.
