Expresses concern at prospect of any legislation which would encourage small stills in the districts in which larger distilleries operate, and where the latter have made extensive capital investments. Refers to an assurance they received from Lord Castlereagh [Robert Stewart], foreign secretary, that no further encouragement would be given to small stills.
