Petition of Henry Homan [incorrectly registered by Chief Secretary's office clerk as William Homan], Rathfarnham, Dublin, to Earl Talbot, Lord Lieutenant, Dublin Castle, requesting government relief for his family. States that he is too ill to work to support his family, and recalls his active service against the rebels in 1798 rebellion, in which he sustained various injuries including being 'Piked in the groin'. Emphasises that government relief is his 'last resource', 31 August 1819. Encloses certificate from Dr James Duggan, Dublin surgeon, stating that Homan 'labours under an Incurable deafness', 8 September 1819.

SCOPE & CONTENT:

Letter from Reverend John Graham, 46 Grafton Street, Dublin, to William Gregory, Under Secretary, Dublin Castle, concerning his request for assistance from government to help his family's poverty. Refers to his meeting with Gregory the previous day, and his desire to now explain his situation more fully. Outlines his career as a curate in Church of Ireland, including his role in the yeomanry during and after the 1798 rebellion, 'for having gone to be ordained at Killala [County Mayo], and arriving there the day before the French troops under General Humbert landed there I again joined the King's troops and was engaged in several skirmishes with the enemy'.

SCOPE & CONTENT:

Petition of John Gorman, Belfast, to Charles Grant, Chief Secretary, Dublin Castle, requesting government assistance. States that he is without any means of subsistence, following his need for police protection. States that he has approached Lord Castlereagh [Robert Stewart], foreign secretary, for compensation, and that he has received £5 from Sir Charles Flint, secretary of Irish Office, London, 2 September 1819. Also petition of Gorman to Lord Castlereagh [forwarded to Grant] detailing his case and the danger to his life following his appearing as a witness to testify against Francis McGlone and William Jameson at Carrickfergus assizes, County Antrim, for the murder of Robert Greenlaw, Castlereagh, County Antrim, 31 July 1819. Petition certified by Robert Stewart, 1st marquis of Londonderry, Mount Stewart, County Down, 2 August 1819 and by William Hugh Ferrar, police magistrate of Belfast, 1 August 1819. Annotation by official in vice regal court, states that whilst the crown did not interfere in this case, '... so certified as it is by the Marquis of Londonderry (who is in general extremely backward in interfering)…there can be no doubt of the truth of the facts', 26 August [1819].

Letter from Thomas Griffith, Royal Barracks, Dublin, 2nd master of Royal Scots, to William Gregory, Under Secretary, Dublin Castle, requesting assistance concerning grazing rights in Phoenix Park. States that despite having purchased one year's grazing rights for his cow from the former gate keeper, Joseph Fletcher, Mr Shaw has ordered him to pay more if the cow is to be allowed to remain. Encloses receipt from Fletcher for sum paid by Fletcher for grazing of one cow, from 1 May 1819 to 1 May 1820.

Letter from Walter Hunter, Letterkenny, County Donegal, to Charles Grant, Chief Secretary, Irish Office, London, requesting to be appointed a chief constable of police should the barony of Kilmacrenan, County Donegal, be proclaimed by government. States that if appointed, he would benefit the government and the revenue department by his vigilance and information. Also notes that plans for legislation to suppress illicit distillation, are to be 'of a different kind in some respects from those I took the liberty to suggest to you'.

SCOPE & CONTENT:

Letter from Captain William Halpin, Windsor Avenue, Annesley Bridge, Dublin, to Charles Grant, Chief Secretary, Dublin Castle, 3 November 1819, enclosing a letter from Prince Adolphus Frederick, Duke of Cambridge, Hanover, Germany, to Grant, concerning reductions in King's German Legion in 1816. States that following those reductions, Halpin, paymaster of one its battalions, was left to support his family on half pay. Having already intervened in an attempt to obtain post in revenue for Halpin under former Lord Lieutenant, Earl Whitworth's administration, the Duke reiterates the recommendation to Earl Talbot, Lord Lieutenant, 17 October 1819. Copy of Grant's letter of reply on reverse, 5 November 1819. Also letter of Duke of Cambridge, Cambridge House, London, to Robert Peel, then Chief Secretary of Ireland, recommending Captain Halpin for government employment, 5 June 1818, with copy of Peel's letter of reply on reverse, 25 June 1818.

SCOPE & CONTENT:

File of papers relating to penitentiaries under the jurisdiction of the House of Industry, Dublin. Includes letter from William O'Connor and James Horner, House of Industry, Dublin, to Charles Grant, Chief Secretary, Dublin Castle, clarifying which institutions are, or were previously, under the jurisdiction of the governors of House of Industry. Provides information on these, and states which have since closed. Includes reference to penitentiary of Kilmainham jail, Dublin; bridewell in St. James's Street, Dublin; adult female penitentiary; and penitentiary for young criminals. Recommends that the individuals held in adult female penitentiary be moved to the new house of industry on South Circular Road, Dublin. Proposes that their places are filled by a selection of female convicts awaiting transportation from jails across Ireland, 'from whom a probability of reformation might be hoped', and that those females could be employed in 'Disinfecting the Clothing & Bedding of persons from whose apartments Fever Patients have been sent to Hospitals'. Encloses general report of the penitentiaries of last year [not present]. Also letter from Crofton FitzGerald, secretary of governors of House of Industry, Dublin, to Gregory, 6 February 1819, enclosing 6 printed copies of annual 'general report of the house of industry asylums, hospitals penitentiaries', 6 January 1818 - 5 January 1819. Report provides statistics and information on each institution, its inmates, and its expenses. Institutions in report include House of industry; Hardwicke and Whitworth hospitals; Richmond penitentiary; Richmond surgical hospital; penitentiary for adult female convicts; and penitentiary for young criminals. Certified by Crofton Fitzgerald, secretary of board of governors.
