SCOPE & CONTENT:

Petition of inhabitants of parish of Islemagee [Island Magee], County Antrim, to Earl Talbot, Lord Lieutenant, Dublin Castle, requesting Talbot's intervention on their behalf, concerning payment of tithes. Describes how they have been victims of exchanges of livings made between different clergymen with whom they had made agreements concerning tithes. The clergy in question are Reverend Dean Graves and Reverend Dean Blakely. States that the breaking of these agreements by these clergymen, threatens them financially; ''The spirit of improvement which had languish'd during the late disastrous Seasons was just beginning to revive amongst us, when thus new calamity threatens to paralyze our exertions'. Signed on behalf of the inhabitants by Malcolm M'Neill, Corran, near Larne, County Antrim.

Encloses plans for the approval of Earl Talbot, Lord Lieutenant, which encompass the improvements, including better classification of prisoners and provision of individual cells, 22 May 1819 [plans not present]. Also copy of letter from Johnston to Robert Robinson, assistant secretary to Board of Works, Dublin, concerning proposed Cork House of Correction to be built beside Cork county jail. States that they can be provided if it is the Lord Lieutenant's wish, but adds that 'should fever continue to decline it is not improbable that in a Short period either Stevens or Sir Patrick Dunns Hospital may not be required for the reception of Fever Patients'.

Suggests that government transfer one or 2 of the medical inspectors from the Richmond General Penitentiary, Dublin, to the Talbot fever hospital, James's street, Dublin. In particular, recommends John Crawford to be appointed master and medical superintendent of Talbot hospital, 'as a measure of great importance as the Situation is So Separated from the House of Industry, that it requires an Active, Confidential and Responsible Officer'; letter signed by 5 governors: James Henthorn, surgeon; Reverend William O'Connor, clerk; Edward Houghton, barrister; Reverend James Horner, Presbyterian minister; and Francis L'Estrange, surgeon. Encloses list of the medical inspectors of Richmond General Penitentiary, and a report of various fever hospitals under the House of Industry's jurisdiction [not present].
