SCOPE & CONTENT: |
Letter from commissioners of inquiry, office of inquiry, Dublin, to William Gregory, Under Secretary, Dublin Castle, acknowledging receipt of copies of accounts sent to Auditor General's office by the offices and clerks in the office of clerk of pleas, Court of Exchequer. In compliance with request of Earl Talbot, Lord Lieutenant, they offer their opinions on the subject. Lists names of individuals in the office who have outstanding fees to be paid into Bank of Ireland, and amount of money for each. Recommends that no payment be made to these clerks until they lodge the balances in question into bank. Also recommends amounts of allowances to be paid to each of the clerks in office. Also notes that intention of legislation 56 Geo III chapter 122, respecting the money paid into account of office of clerk of pleas, has not been complied with, and that none of the money has been used to purchase government stocks, as intended. Letter from Crofton FitzGerald, secretary to board of governors of House of Industry, Dublin, to Charles Grant, Chief Secretary, Dublin Castle, answering query of Earl Talbot, Lord Lieutenant as to why the fever patients in Talbot fever hospital have not been moved to the 'regular established fever hospitals'. States that there is only one vacancy at Hardwicke fever hospital, and that they wish the Whitworth hospital to cease admitting fever patients, and return to its original purpose. Notes the benefits of Talbot fever hospital, notably that it is exclusively for females, and thus allows separation of male and female patients. Warns that although fever epidemic is much in decline in Dublin city, it would be unwise to reduce fever accommodation too much in case the disease increases again. |

Letter from William Jenkins, deputy clerk of the pells, office of clerk of the pells, Dublin Castle, to Charles Grant, Chief Secretary, Dublin Castle, concerning imminent changes in the office, and plans to employ an additional clerk. Notes that his predecessor had enjoyed the right of nominating assistants for the office. Although no longer the case, he offers a recommendation for Samuel Johnson, already an employee in the office. Encloses 2 returns from the office of clerk of the pells. One detailing accounts of the various offices held, salaries paid, the fees of each office, and the information on who appoints each office, as produced by order of House of Lords, 6 May 1817. The 4 offices listed are clerk of pells, deputy clerk, first assistant and second assistant. Also return of account of number of clerks in office of clerk of the pells, the salary of each, and their numbers of years service. The 3 clerks listed are Thomas Barber, William Bower, and Samuel Johnson. Return compiled according to instruction from vice treasurer, May 1818 and signed by Jenkins. |

Letter from William Downes, Lord Chief Justice, concerning case of a convict John Swaine, mistakenly sentenced to transportation for life |
SCOPE & CONTENT: |
Letter from William Downes, Merrion Square, Dublin, Lord Chief Justice of Ireland, to Charles Grant, Chief Secretary, Dublin Castle, concerning the case of a prisoner, John Swaine, transported to New South Wales for 7 years, but who owing to an error, was treated as under sentence of transportation for life. Downes states that he received Swaine's petition, recalling the details of the trial in which he presided over in 1799. States that Swaine, and another individual, John Flannigan, being then both young boys, were sentenced for stealing money, having been 'made part of a gang of Boys who lounged about the Banks in Dublin watching those who entered the Banks for business with the view of picking their pockets'. Recalls having received a petition several years ago from one of the prisoners in New South Wales, concerning the mistake in their sentence, and which Downes had urged Chief Secretary Robert Peel to send orders to authorities in New South Wales. Downes urges that justice now be done, and the men liberated, having already 'suffered 20 years transportation on a sentence for seven'. |
