Petition of John Risk, Richmond, County Dublin, to Charles Grant, Chief Secretary, Dublin Castle, requesting appointment to post in Richmond Penitentiary; refers to animosity from Defenders in County Sligo and his military service as store keeper under Captain Alexander Hamilton in Balbriggan, County Dublin, at the time of the 1798 Rebellion; recalls defense of town against a party of 5,000 rebels, he ‘having assembled about 500 Men he armed 300 of them with such implements as he had in his stores and placed himself at their Head, proceeded to meet the Rebels, who were on their March to the town when fortunately a reinforcement of the Durham Fencibles appear’d and form’d a junction with Memorialist on the report of which the Rebels retreated’; encloses letter from Reverend Dr Thomas Hands, Wyanstown, with authentication of account, and letter of support from Alderman [Frederick] Darley.

SCOPE & CONTENT:

Letter from Edward Roche, Trabolgan, Cloyne, County Cork, to Chief Secretary’s Office, Dublin Castle, requesting copy of a petition in order that he might apply to the Lords of the Treasury for purchase of quit rent; observes that anomalies and abuses exist in local collection of crown rents, complains of excessive charges, and asks ‘if all these vexatory [sic] and illegal exactions are practiced on a man of my property, what must a poor Cottier tenant and sub-farmer experience?’; includes letter from William H Gregory, Under Secretary of Ireland, Dublin Castle, to Roche, stating that application should be made to the Lords of the Treasury for purchase of quit rent and to add ‘with respect to the complaints of Extortion in the collection, if you will state them, they shall be submitted to the Board of Excise for Investigation’; also includes opinion of Attorney General, William Saurin, on case presented by Roche; also includes letter from Roche to Charles Grant, Chief Secretary, Dublin Castle, complaining of abusive practices of quit rent collection on his estate; remarks that ‘Amongst my papers is, an order from Government to restore my Ancestor to the possession of his property, declaring that, he was innocent, and was “a harmless Papist”. This is the expression and yet, tho’ declared innocent, different parts of his Estate were made Subject to the payment of trifling sums as “Quit and Crown Rent”’, with copy of same.
