Letter from Captain Daniel Mansergh, formerly of 43rd regiment of foot, Roscrea, County Tipperary, to the Chief Secretary’s Office, Dublin Castle, enclosing a memorial to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting appointment to a situation on the paving board, at the Royal Hospital [Kilmainham, Dublin] or any other post under government. Stresses his considerable experience in service of the crown, including 15 years as an army officer and 18 years as a barrack master. Due to incapacity, he complains, he was obliged to resign from the latter position, having ‘had his left leg broken in the [military] service and was badly wounded in the head, and left arm’. Claims to have gained the approval of the Duke of Wellington [Arthur Wellesley] and remarks he has a written acknowledgement of service from the Duke of York and Albany [Frederick Augustus] and other testimonials of character from leading military officers [none present]. Emphasises his need of a situation with few physical exertions for he has a large family ‘to support and educate’. |

Claims on 15th November he received a serious fall while working on a new bridge in the locality, under John Killaly, civil engineer. Complains the relief offered him by Killaly is now withdrawn and he and family are without support. Petition of John Daly and Michael Daly, corn mill owners, Ballyleck, County Monaghan, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting an order be made to the bench of magistrates in Monaghan for a retrial of their case and that bail be advanced to aid release from prison. Explains they are detained in Monaghan Gaol on a charge of conspiring to offer a payment of £10 to Patrick McGlone to arrange the murder of Patrick Sexton. They contend that McGlone, a past employee who was dismissed for misconduct, has fabricated the evidence and has wrought ‘a malicious conspiracy’ against their family. Asks for permission to have their case brought again before the court and to present their evidence for consideration. |

Petition of William Richardson, former police constable, 1 Fisher Street, Redlyon [Red Lion] Square, London, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, offering a defence of his conduct while serving under Major Samson Carter, chief magistrate of police in County Cork, and seeking the release of a character reference in order to secure employment. Makes reference to a point of contention between himself and his former chief magistrate over the disposition of an ‘Old Barrel of a Gun’; states he passed the old barrel to a ‘Legal Subject’ rather than having it reused to make horse shoes, contrary to instructions issued by Carter. Draws attention to his own range of duties while employed in the constabulary over a period of 3½ years, which included the supervision, training and drilling of men and horses. He alleges that a mistake by Carter resulted in the loss of a constabulary blunderbuss, that an earlier letter signed by himself was actually Carter’s work, that Carter has permitted the misuse of the police arms depository, and in addition a mare [personal property of Carter] is kept and fed upon the police establishment. Also copy certificate affirming Richardson’s credentials as an individual who demonstrated consistency and care in the discharge of his duties, signed by 10 local magistrates of Doneraile, County Cork. |

File of material relating to an application from Samuel Eustace, former paymaster with the commissioners of Howth harbour, County Dublin, for a post of employment. Includes memorial from Eustace, 57 Capel Street, Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting a post of employment under government. Claims to have been employed for 12 years as paymaster under the commissioners of Howth harbour, County Dublin, but the post is now discontinued. Affirms in that capacity he enjoyed the confidence of his superiors and received through his hands near half a million pounds ‘without any disallowances whatever’ by the imprest office. States he was appointed under Charles Lennox, 4th Duke of Richmond [Lord Lieutenant of Ireland, 1806 to 1813] ‘for services rendered to Government’ in the 1798 Rebellion, following the loss of personal property by fire. Recalls also that his father served as a magistrate for a period of 40 years and ‘had his Property destroyed & burned by the Hearts of Oak in the years 73 & 74’ without any offer of compensation from government. Complains as a result of personal poverty and hardship he has been obliged to dispose of items of furniture in order to support his wife and large family, 12 June 1823. Also includes letter from Eustace, 35 Foley Street, Portland Place, London, to Henry Goulburn, Chief Secretary, Dublin Castle, drawing attention to his distressed circumstances and reiterating his call for a post of employment. Asks that a memorial from him to the Lords of the Treasury, London, for a measure of remuneration, be given the full consideration of government, 23 March 1826. Observes that Fahy is presently confined in the gaol of Philipstown in which a number of persons with mental illness are also held. He further states there is no lunatic asylum in the King’s County nor is there suitable accommodation for insane persons in the jail. Asks that the determination of the Lord Lieutenant be given on the matter in accordance with the powers granted him in law [2nd George IV, chapter 33]. |
