Provides analysis and comparison of postage rates on other routes between Ireland and Britain and proposes additional postage charges on mail passing from Donaghadee to Portpatrick, in order to raise funds for investment in both harbours; observes that ‘If the improvement of the Harbours is commenced forthwith the Public would cheerfully acquiesce in the proposed increase in Postage, but the increase of Postage without the improvement would be strongly reprobated and opposed’.

File of material relating to application for distribution of reward to those who assisted in apprehending prisoners and securing them in the Gaol of Derry. Includes letter from Sir George Fitzgerald Hill, Brook Hall, County Londonderry, to William H Gregory, Under Secretary of Ireland, Dublin Castle, outlining case for payment of reward to members of public and yeomanry whom assisted in securing the escapees, for he reasons, ‘The outrages committed by this Banditti were so numerous & atrocious that their apprehension would well have authorised a Proclamation of Council & Reward’, 17 April 1820; also includes letter from Hill to Gregory, enclosing copy of Grand Jury presentments for payment of reward to those who assisted in bringing in the criminals, but refused by the judge ‘for want of legal authority’, 5 April 1820; also includes statement from Alexander Robert Stuart, foreman, Grand Jury of city and county of Londonderry, indicating that particular payments shall be made for the capture of Ribbonmen, who attached brothers Stephen and John Steel on the night of 7th March.
