SCOPE & CONTENT: |
Legal case prepared by Thomas and William Kemmis, crown solicitors, Dublin, to obtain opinion of William Saurin, Attorney General of Ireland, concerning the act of parliament passed in July 1821, abolishing jail fees for prisoners. Requests to know if it includes insolvent debtors, [October 1821]. Case notes include printed copy of an Act to abolish the payment, by prisoners in Ireland, of jail fees, and all other fees relating to the commitment, continuance, trial or discharge of such prisoners, and to prevent abuses by gaoler, bailiffs, and other officers, 2 July 1821. Also copy of letter from William Downes, Lord Chief Justice of Ireland, to inspector of Kilmainham jail, concerning complaints of the debtors held in Kilmainham of continuation of jail fees, despite new legislation, 4 August 1821. Opinion of Saurin and Charles Kendal Bushe, Solicitor General of Ireland, is added below the case notes, 5 January 1822. |

Letter from Thomas Haffield, clerk of the vouchers and treasury accounts, Auditor General's office, Irish Treasury, Dublin Castle, to Henry Goulburn, Chief Secretary, Dublin Castle, [letter originally dated 10 October 1822, but later amended by a different hand to 1821. Goulburn became Chief Secretary of Ireland in December 1821, suggesting that the letter was indeed 1822]. Concerns the withdrawal, by Charles Grant, former Chief Secretary, of Haffield's annual allowance for copying parliamentary papers for the Treasury. Requests to be placed on Treasury fee fund. Encloses copy of his case submitted to the Lords of the Treasury, London, 15 July 1819, and their reply, 9 August 1819. |
