Papers concerning complaints of Richard Madden, debtor held in Kilmainham jail, Dublin

SCOPE & CONTENT:

Petition from Richard Madden, debtor imprisoned in Kilmainham marshalsea, Dublin, to Charles Grant, Chief Secretary, Dublin Castle, detailing complaints against the jailor of Kilmainham, complaining of eye infections amongst other prisoners, and requesting to be moved to an alternative 'cleanly' apartment in the prison, rent free, 8 September 1821. Also letter from Reverend Forster Archer, Inspector General of Prisons office, Camden Street, Dublin, Inspector General of Prisons Ireland, to Grant, reporting on his investigation of Madden's claims. Concludes that Madden attempted to evade payment of fees and rent owed to jailor, and warns that, 'similar Expostulations will be preferred from this and other Gaols until a publick [sic] decision shall be made whether imprisoned debtors fees were intended by the abolition act of the last session or otherwise', 15 September 1821. Also petition of Madden to Grant, complaining that following his investigation, the orders of the Inspector General have not been followed by the jailor, 15 September 1821.

Includes letter from Foulis, 44 Lower Mount Street, Dublin, to Charles Grant, Chief Secretary, Dublin Castle, regretting their recent meeting and expressing his belief that he has a decided enemy within Dublin Castle, 22 October 1818. Also includes petition of Foulis to Earl Talbot, Lord Lieutenant, Dublin Castle, detailing his service during 1798 rebellion, [1819]. Also letter from William Merry, deputy secretary at war, War Office, London, to William Gregory, Under Secretary, Dublin Castle, requesting information on Foulis' service during 1798, and details on type of pension granted to him, 23 September 1824.
