Petition of William Page, County Armagh, for relief over imposition of a green wax process

SCOPE & CONTENT:

Petition of William Page, parish of Upper Seagoe, Lurgan, County Armagh, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, complaining that a green wax process was issued against him by mistake at the court sessions of county Armagh and seeking relief. Claims that charges in connection with the case brought against him for an assault on George Dixon were dismissed ‘for want of prosecution’. Stresses negative ramifications of the legal action for his family and livelihood. Annotation on base from Thomas Sterling Berry, comptroller of the pipe, revenue side of Court of Exchequer Ireland, states in reference to the record [includes extract from session’s ruling of 13 October 1823] that the issue of process against Page is not a mistake. Concludes that no grounds exist for the Lord Lieutenant’s interference and advises that application be made by him under the relevant act to the court for redress.

Letter from Alexander Nimmo, civil engineer and supervisor of public works in western district, Dromahair, County Leitrim, to Henry Goulburn, Chief Secretary, Dublin Castle, reporting on progress of public works in County Leitrim. Refers to inspection of the colliery road and railway line to Lough Gill, and remarks on the satisfactory progress of work on road between Mohill and Cloone; observes that an application has been made to the commissioners for the issue of money out of the consolidated fund for £1,000 to carry forward the ‘great line’ of road which will pass through County Roscommon; also refers to plans for construction of a bridge over River Shannon, in a location below Lough Allen.

SCOPE & CONTENT:

Petition of James Quinlan, innkeeper, Kilmallock, County Limerick, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking settlement of his account for provision of forage to horse police. Explains that he initially contracted to supply stabling and utensils plus rent of a forage house, but indicates he was requested by the chief constable, Thomas Doolan, to supply forage also. Complains that he has been unable to get settlement of arrears owed him for supply of forage from Henry E Keane, a contractor to the police of County Limerick, for Keane refuses payment on grounds that the contract was made with his agent Thomas Purcell.

SCOPE & CONTENT:

Letter from Richard Hare, Viscount Ennismore, Convamore, County Cork, to Henry Goulburn, Chief Secretary of Ireland, enclosing memorial from John Hull, [Skibbereen, County Cork], to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting a post of employment under government. Alludes to the services given to the crown by his late father William Hull, who acted as magistrate in the neighbourhood for 22 years, and was especially effective during the disturbances of 1821 and 1822. Recalls also his own exertions as assistant to his father and claims to have been ‘frequently instrumental in the apprehension of some of the most desperate Characters’. Certificates of attestation to character of William Hull added beneath from Richard White, 1st Earl of Bantry, John Evans-Freke, 6th Baron Carbery, and 6 other persons.

SCOPE & CONTENT:

Petition of Owen Henaughan, writing clerk, Binghamstown, near Belmullet, County Mayo, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking redress of claim to payment for work carried out on the accounts of Church of Ireland parishes of Kilmore and Killcommon, in the barony of Erris. Indicates that he was approached by the rector, Reverend Robert Scarlett, to produce an analysis of cess exactions and expenditure over a 12 year period in the united parishes, and to forward a copy to the House of Commons, the House of Lords and the Lord Lieutenant. Complains as a Roman Catholic, his application for remuneration is being ignored by the rector, and refused by the church wardens, Robert Augustus Bingham and William Bingham.

SCOPE & CONTENT:

Letter from Dr Francis Barker, secretary, General Board of Health, 22 Bagot Street, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, reporting on increased demand for places in fever hospitals in Dublin by persons in need of relief. Due to demand, he remarks an additional 20 beds are required by Sir Patrick’s Dun’s Hospital and requests that Dr George Renny, Director General of Hospitals, Dublin, be authorised to supply bedding for that number. Advises in the event of fever continuing to increase that local boards and health officers be appointed in accordance with legislative provisions, 22 November 1824. Encloses copy of ‘Estimate of the Expense of outfit for Fever Patients in Sir Patrick’s Dunn’s Hosp[ita]l’, signed by George Tyrrell, registrar and providore of Sir Patrick’s Dun’s Hospital, 18 November 1824. Also letter from Barker to Goulburn, requesting that sanction be given Renny for issue of bedding supplies for fever patients, 10 December 1824. Encloses letter from Tyrrell enclosing an estimate for ‘further supply of Bedding’ required for use at Dun’s Hospital; also encloses letter from Dr William Stack to the General Board of Health stressing urgency of bedding requirements, 10 December 1824. Petition of John Keenan, pensioner of 7th dragoon guards, Lisbellaw, County Fermanagh, seeking protection of magistrates following attack on dwelling

SCOPE & CONTENT:

Petition of John Keenan, pensioner of 7th dragoon guards, Lisbellaw, County Fermanagh, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking protection from magistrates of County Fermanagh following an attack upon his dwelling on 16 November 1824. Recalls that on the night in question a group of men known as the ‘Lisbellaw Peelers’, about 30 or 40 in number, launched the attack. Asserts that the front of his house was damaged and windows broken, and remarks he managed to repel the attackers by discharging his ‘small Pistol’. Annotation overleaf from CSO advises that application be made to the magistrates at petty sessions.

SCOPE & CONTENT:

Letter from DC Roose, secretary, Hibernian Gas Light Company, 2 Palace Street, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, requesting instructions to provide gas light as the gas mains are now laid in the yard of Dublin Castle and ready for use, 26 November 1824. Also letter from Roose to Goulburn, indicating that gaslight will be supplied to the castle through regular batswing burners at the rate of Stg£25 per lamp per year, 9 December 1824. Also letter from Lieutenant General Quin John Freeman and Robert Gregory, commissioners of Board of Works, Dublin, to Goulburn, reporting in response to enquiry from the Lord Lieutenant that 25 gas lamps are required in the upper yard of Dublin Castle, with a space of about 40 feet between each; on public occasions an additional 25 lamps will be needed. Adds in the lower yard, 30 lamps are required, with an average distance between each lamppost of 56 feet, 27 January 1825. Also letter from William Kenifeck, secretary, Hibernian Gas Light Company, to Goulburn, seeking further instructions concerning provision of gaslight to Dublin Castle as the contractual arrangements with the commissioners for paving and lighting the city of Dublin, are ‘in a state of great forwardness’, 22 July 1825

Includes copy letter from Henry Goulburn, Chief Secretary, Dublin Castle, to John Leslie Foster, King’s Advocate General, High Court of Admiralty, enclosing copy letter from John Charles Herries, joint secretary, Treasury Chambers, London, with copy memorial from James B Gibbons, John Purcell and B Gibbons, of barony of Courceys, County Cork, pressing for right to possess unclaimed bullion on account of their exertions in recovery operation as salvors, 13 August; 31 December 1823. Also includes copy letter from Admiral Sir Isaac Coffin, London, to Goulburn, enclosing letter from William Everhart, [survivor of shipwreck], West Chester County, Pennsylvania, America, urging his claim to monetary specie recovered from wreck on account of personal losses on vessel amounting to almost $9,000, mainly in gold coins, 20 September 1824; 24 November 1824. Also includes copy abstract of proceedings of the High Court of Admiralty, Ireland, in relation to recovery, disposition and claims upon the bullion of the ship 'Albion', signed by William Richardson, proctor of Admiralty, 24 December 1824.
