Letter from E Elliott, magistrate, Clonmore, Waterford, County Waterford, to Henry Goulburn, Chief Secretary, Dublin Castle, offering opinion on new Irish Constabulary Act and reflecting on issue of maintaining independence as magistrate operating in barony of Iverk, County Kilkenny, with particular reference to difficulties with ‘Walsh’, agent to Lord Bessborough [Frederick Ponsonby]: indicates support for new bill but admits ‘I look with an eye of jealousy upon this part of it, that the Chief Magistrate for each county should be the organ of communication between the rest of the magistrates & the Government’; includes letter from Elliott referring to case of poor widow woman pursued in law due to non payment of tithe: observes if the person in question was unable to find just in excess of five shillings to satisfy the clergyman, ‘how much more would she have been incapable to pay the debt when the nine shillings and eleven pence in costs were added’.
