Encloses memorial to Charles Cornwallis, 1st Marquess Cornwallis, Lord Lieutenant, Dublin Castle, [likely meant Richard Wellesley, 1st Marquis Wellesley] requesting a situation under government in Ireland or any of the colonies or assistance with relocation to New South Wales, Australia, or Van Dieman’s Land, provided free passage can be obtained for himself and family. Remarks he has in the past offered his services for free in the local yeomanry and was self sufficient as a shop keeper, until overtaken by hard times. SCOPE & CONTENT:

Letter from AR Burke, Larne, County Antrim, to Henry Goulburn, Chief Secretary of Ireland, seeking information on the interpretation of the law [Unlawful Oaths (Ireland) Act 1823 c. 87] as it applies to Freemasons in Ireland. Indicates that he wishes to convey such directions to lodge members ‘as will regulate their conduct in Strict conformity with the Law’ on the approach of St John’s Day. Encloses printed circular headed ‘Grand Lodge of Ireland’ acknowledging that an earlier suspension of all public free mason activity was premature and calling on lodges to resume meetings and engage in public demonstrations in celebration of St John’s Day. Cautions, however, ‘the Grand Lodge do most strictly prohibit the playing of Party Tunes, or the exhibition of Party Colours, under the most severe censure’, signed by William Francis Graham, deputy grand secretary, Dublin.

Letter from Reverend Patrick M Cumming, [Church of Ireland minister], Magheracloony Glebe, County Monaghan, [post town is Kingscourt, County Cavan], to the Chief Secretary’s Office, Dublin Castle, making application for church living vacated by Reverend St George, which is in gift of government. Observes that the living he solicits adjoins a small property of his own and reflects on the income from his present holding. Notes also the intention of the bishop of Clogher [Robert Tottenham Ponsonby Loftus] to have a man of good character appointed to his own living as successor. Offers reflections on the state of his locality and reports the theft of a gun and powder horn; anticipates a search of the neighbourhood would uncover a considerable cache of arms and expresses the sense of discomfort felt by local Protestants.

Claims to be a native of Dangan, County Meath, and states he previously secured the influence of George Thomas John Nugent, 1st Marquess of Westmeath, with Lord Maryborough [William Wellesley-Pole, 3rd Earl of Mornington], for a post of employment; notes his lack of success in gaining the position of tide surveyor at Belfast, County Antrim, and recalls an undertaking by Maryborough to have him appointed to the next available vacancy. With certificate on base signed by Westmeath.

Letter from George King, 3rd earl of Kingston, Mitchelstown, County Cork, to Henry Goulburn, Chief Secretary of Ireland, referring to an act of Parliament for the revaluation of Ireland and offering observations on the issue of costs borne by local people in making roads. Asserts that the proposed revaluation would not work satisfactorily in the barony of Condons [and Clangibbon], of which nearly half is in his possession, and considers financial obligations placed by the present grand jury system in respect of road construction on the local populace. With draft reply on base from CSO offering some clarification on the issue raised and on the matter of the road referred to.

SCOPE & CONTENT:

Letter from David Tobin, solicitor, Usher's Island, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, referring to previous communication with government concerning prevention of fraud and forgeries in public office. Claims to have lately discovered a range of frauds perpetuated by various professional gentlemen amounting to £25,000 and offers to bring further details to the attention of the Chief Secretary and also provide a remedy, 27 September 1824. Also letter from Tobin to Goulburn, stating that his efforts to provide evidence of fraud have been curtailed through not having permission to extract court records but hopes for an opportunity to discuss his confidential findings with William H Gregory, Under Secretary of Ireland, or someone who holds a principle legal office, 30 September 1824. Also additional letter from Tobin to Goulburn, expanding upon his allegations of fraud and emphasising the pressing need to address defects in the system. Requests return of some documents sent in December last and offers to provide as evidence a bill of costs showing some of the discrepancies referred to, 1 October 1825. Also letter from Tobin to Alexander Mangin, clerk, Civil Department, Dublin Castle, making references to particular documents sent to government which illustrate the practice of fraud especially in relation to abuse of stamp duties, 27 October 1825. Also 3 document [marked nos 1-3] offered as proof of frauds by Tobin: a copy discharge of Henry A Ottiwell to the charge of William Billing under an order of 8 July 1824; a copy affidavit of James Maguire of Kilcullen Bridge, County Kildare, with details of law charges payable by 15 persons evicted by Ottiwell; plus a copy affidavit of George Peel, attorney of Dublin, concerning case between William Parvisol, and John Nunn Richards, John Richards, John Claudius Beresford and Catherine Mary Ottiwell.
