Recommends Lovell, an Englishman, for employment in police establishment, emphasising his good conduct as an officer. States that his application has met with approval from McGowan, chief magistrate in County Limerick police, but requires Gregory's sanction, 19 July 1821. Encloses certificate of recommendation from Lieutenant Colonel Thomas Pearson of 23rd Royal Welsh Fusiliers, Richmond barracks, Dublin, describing Lovell as a 'brave and gallant officer', 25 May 1821.

Emphasises his services as chief constable in Dublin, in particular, when 'a Body of men numerous, formidable and assuming, styling themselves the Catholic Board, assembled in the city of Dublin'. States that he undertook the task of taking the notes of their proceedings and debates. Refers to his recent dismissal from his post, as a result of being 'Innocently involved' with Mark Magrath. Also states that his late father, George Manning, was coroner for County Wicklow.
