Plan of Sir William Betham for closing down the Irish Records Commission |
SCOPE & CONTENT: |
Plan of Sir William Betham, Ulster King of Arms, for winding up the Irish Records Commission and completing the work begun by the commission, to arrange and preserve the records of Ireland, [1821]. Annotation on reverse states that Betham requested that the plan remain confidential, unless put into action. Also letter from Betham to Charles Grant, Chief Secretary, Dublin Castle, expanding on some of the suggestions contained in his plan, and complaining of the actions of the Records Commission's sub commissioners, in removing records from their originating offices. Also notes, 'I would recommend the discontinuing of all research which has merely curiosity for its object, such being rather the province of an antiquarian, than of a public officer'. Advises that his plan would bring to an end, 'the expensive and unwieldy machinery of the Record Commission, which is more a vehicle of expense than utility'. Also letter from Sir Thomas Edlyne Tomlins, legal writer and counsel to Irish Office, London, to Sir Charles Flint, resident secretary of Irish Office, London, expressing his approval of Betham's plan, 3 May 1821. |

Complains that owing to the management of the commission by William Shaw Mason, its secretary, Lascelles is still owed money for his work. Also refers to his mistrust of Mason and those at the Records Tower, Dublin, 26 May 1821. Also memorandum of a proposal by Lascelles to government, concerning his work on the patronage of the crown, extracted from the records of Great Britain and Ireland, 12 June 1821. |

Requests government's assistance to receive the money owed to him for the work already carried out, prior to the dispute, [1821]. Also petition of the grand jury of County Monaghan, at spring assizes 1821, to Earl Talbot, presenting their case, and disputing Behan's version of events. Includes letter from Burrowes to Charles Grant, Chief Secretary, Dublin Castle, referring to Burrowes publication entitled 'Considerations on the Modern Increase of Law charges', 20 February 1821, and enclosing copy of a case prepared by Burrowes, on the 'Enrolment of Interlocutory and Final Judgements in Courts of Law in Ireland', [February 1821]. It states that, 'Fees in Courts of Justice in Ireland have gradually attained to such a magnitude as to render access to the superior Courts impracticable to any but the wealthy classes of Society'. |
