Petition of Edward Carr, Tarbert, County Kerry, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking appointment to the situation of sergeant in the police establishment of County Clare or another county. Alludes to the pressures that have arisen from acting as a government informer, due to his participation in the prosecution of two men by the surname of O’Donell [O’Donnell]. In particular, he claims it was necessary for reasons of personal security to depart from his native address, and remove to the town of Tarbert, where, he has received the protection of Captain [Robert] Leslie, a magistrate of County Kerry. Stresses his fitness, being ‘a young and active man in full Bloom’ and claims support for his application from Leslie as well as other principle men of the district.

SCOPE & CONTENT:

Letter from John Brady, secretary, linen and cotton weavers of Dublin, 19 Brunswick Street, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, drawing attention to the sense of despair that has followed the rejection by the legislature of an application for a loan of £20,000 by the manufacturers of the city and liberties of Dublin. Remarks upon an initiative taken by a ‘spirited individual’ to construct a market [linen] hall in the city at his own expense, and appeals for a loan from government to support the manufacturers and their families. Makes reference also to an earlier undertaking by the Chief Secretary to use his influence to obtain a grant and warns if a loan cannot now be secured ‘hundreds of families will be obliged to seek an asylum in England’, 28 June 1825. Also letter from Brady to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, reiterating the plea of an earlier memorial from the manufacturers of Dublin for a loan of £20,000. Emphasises the many advantages that are likely to flow to the industrious poor by conveyance of the money, and anticipates they will ‘form connections, with the merchants and manufacturers of England, who[s]e enterprising spirit, will give life and vigor to their industry’, 28 June 1825. Also memorial from the poor manufacturers of the city and liberties of Dublin to Wellesley, requesting issue of a loan of £20,000 for the establishment of a market for the sale of their varies goods and wares. Claims this money will be used to support the employment of some 60,000 people ‘many of whom are under the necessity of applying for charitable relief, while their looms and machinery are going to decay for want of use’. Affirms that loan repayment terms are reasonable and remarks upon the ‘cheapness of labour’ in Ireland and the competitive advantages that will result. Signed and marked by 495 persons, 7 May 1825.

Copy letter from the Chief Secretary’s Office, Dublin Castle, to the commissioners of the board of education, Dublin, ordering in future any school receiving funding from the Kildare Place Society [the Society for Promoting the Education of the Poor of Ireland, Kildare Place, Dublin] is to sever all links with other funding societies or educational agencies, as recommended by a report of the commissioners of education inquiry. Advises that where parliamentary money is employed in support of education in Ireland, the Kildare Place Society should have ‘exclusive control’ over the running of the school. Wishes to know by return the number of schools that are likely to withdraw themselves and continue to receive financial support from a society other than the Kildare Place Society [also draft of same marked ‘immediate’ with initial of Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, added to top], 13 June 1825. Also copy letter from the Chief Secretary’s Office, to the Incorporated Society for promoting English Protestant schools in Ireland, [55 Aungier Street, Dublin], advising that no more children be admitted to schools under their authority until further notice from the Lord Lieutenant. Requests they forward details of the number and ages of children in their schools [also draft of same marked ‘immediate’ with initial of Wellesley added to top], 13 June 1825. SCOPE & CONTENT:

Petition of James Rutledge, late sergeant, 88th regiment of foot, Kilkenny, County Kilkenny, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, complaining of an unfair licence demand on his conveyance by the local commissioners of excise, and seeking a refund. Explains having returned from military service on the Continent, he acquired a horse and a jaunting car ‘for the accommodation of the Public’, and between the years 1822 and 1824 he paid a licence for its use. Contends he subsequently learned that for the purposes to which his car was put, for occasional use, a licence was unnecessary. He encloses a receipt of payments made [not present] and requests a rebate. Also reply from William H Gregory, Under Secretary of Ireland, Dublin Castle, directing Rutledge to make application to the commissioners of excise; with second petition written overleaf from Rutledge to Wellesley, pointing out his claim against the commissioners is not related to a private contract for transportation, but is made on grounds he was charged a licence fee in contravention of an act of Parliament. Alleges also that he was the victim of a deceitful practice by an excise officer on account of making a complaint, and calls for an enquiry.

Letter from Edward Wilson, Thurles, County Tipperary, chief police magistrate of County Tipperary, County Tipperary, to William Gregory, Under Secretary, Dublin Castle, reporting on a claim from Edward Morgan, chief constable, of Killenaule, County Tipperary, for refund of expenses accrued mainly in giving subsistence to prisoners over the past 3 years. Remarks he personally advanced payments to Morgan for some items of expenditure under the terms of the peace preservation establishment. Observes, however, if his claim is under the ‘Constabulary System’, application should be made to Richard Willcocks, inspector general of police [Cashel, County Tipperary], 3 June 1825. Also letter from Morgan to Henry Goulburn, Chief Secretary, Dublin Castle, seeking reimbursement of money laid out in various incidental expenses and in the maintenance of prisoners. Notes his expenses can be verified by Willcocks and Francis Despard, magistrate of County Tipperary, 12 June 1825. Also letter from Morgan to Gregory, referring to claim by memorial for monies expended in ‘finding a Guardroom, Fuel, Postage, Stationary and Subsistence for Prisoners’. Remarks upon the limited nature of past compensation for expenses, and seeks his interference in obtaining dues, 13 June 1825.
