TITLE:

Petition of nobility, clergy and freeholders of County Waterford, expressing concern at proposed changes in conveyance of mail from Dublin to Waterford

SCOPE & CONTENT:

Letter from Richard Down, Curraghmore, County Waterford, to Earl Talbot, Lord Lieutenant, Dublin Castle, 15 October 1821, enclosing petition of the nobility, gentry, clergy and freeholders of County Waterford, gathered at a meeting at Lismore, County Waterford, 15 October 1821, to Earl Talbot. Petition concerns plans of the Irish Post Masters General to alter the conveyance of mail from Dublin to Waterford, and expressing their concerns that this will destroy the benefits enjoyed by Waterford town and county, by the current system. Requests that no such changes take place which would deprive Waterford of its direct communication with Dublin. Petition signed by 48 individuals, including Richard Smyth, high sheriff of Waterford, and John Scott, Church of Ireland Dean of Lismore. Also letter from Edward Smith Lees, General Post Office, Dublin, secretary to Irish Post Masters General, to William Gregory, Under Secretary, Dublin Castle, reporting, as requested, the response of the Post Masters General to the petition, 21 October 1821.

SCOPE & CONTENT:

Letter from Edward Smith Lees, General Post Office, Dublin, secretary to Irish Post Masters General, to William Gregory, Under Secretary, Dublin Castle, in response to Gregory's letter conveying the displeasure of Earl Talbot, Lord Lieutenant, at the frequent delays and irregularity in the delivery of his government letters. Lees responds to each of the incidences referred to, and conveys the regret of the Post Masters General for the delays. Also provides details, as requested, on the duties and recent attendance of those individuals mentioned in Earl Talbot's complaints. These include the comptroller of the British mail office, the inspector of letter carriers, and president and vice president of the inland office, 26 March 1821. Also letter from Lees, GPO, to Gregory, concerning the timing of the arrival of the mail bags containing state letters, 26 May 1821.

File of papers relating to proposals to build a hotel, as part of the improvements to Dunmore harbour, County Waterford. Includes letter from Edward Smith Lees, General Post Office, Dublin, secretary to Irish Post Masters General, to William Gregory, Under Secretary, Dublin Castle, 28 February 1821, enclosing copy of report of Thomas Telford, civil engineer, concerning his examination of the works at Dunmore harbour, and praising the work carried out to accommodate and protect steam packets and trading vessels. Suggests utility of building a hotel at the harbour, to accommodate passengers on arrival, 10 February 1821. Also letter from Lees to Gregory, 14 March 1822, enclosing letter from Robert Grubb, Dunmore harbour, superintendent of the works at Dunmore harbour, to Lees, concerning the want of an inn in the vicinity of the harbour, and stating that it has 'become such a perpetual source of publick [sic] dissatisfaction that I am inclined to address you once more upon the subject'., 12 March 1822. Also annotation of note by Chief Secretary's Office official on the subject, and commenting that, 'It will never answer for Gov[ernmen]t to set up an Hotel', 21 March 1822.

Petition of Edward Scanlan, police constable at Loughrea, County Galway, to Earl Talbot, Lord Lieutenant, Dublin Castle, concerning the loss of a letter containing a Bank of Ireland note, sent by Scanlan to his wife, which she never received. Encloses copy of affidavit of Phebe [sic] Bird, post mistress of Loughrea, 9 March 1821, and also affidavit of Margret Scanlan, 29 March 1821. Petition requests an investigation, having received no assistance from Edward Smith Lees, secretary to the Irish Post Masters General, on the matter, [April 1821].
