Includes letter from Col Sir John Harvey, [Inspector General of Police], Kilkenny, [County Kilkenny], to Lieutenant Colonel Sir William Gosset, Under Secretary, reporting on the charges against Madison for intoxication; noting his past valiant behaviour but recommends he be demoted to a lower rank. Also includes memorial from Madigan, late Sergeant, Pallaskenry, County Limerick, to Henry William Paget, Lord Lieutenant, calling for an investigation of the charges against him and seeking restoration to his position in the police constabulary; alluding to past service in the force against the disaffected and expressing his fear of a reprisal against his family of eight persons. Letter from Rev George Alcock, Church of Ireland rector, parishes of Ullard and Graig [Craignamanagh], County Kilkenny, to an unnamed recipient [but likely the Chief Secretary’s Office], recalling a tumultuous local vestry meeting over the nominations of church wardens; indicates he requested those in the assembly to make selection of two names to act as church wardens, but, having no response, he proceeded to select one person under his own authority, whenever persons gathered outside tried to seize the vestry book and carry it away; complaining his curate, Rev MacDonnell, was later insulted and noting the names of two of the main agitators, Patrick and William [Barlshall]. Letter from Col Sir John Harvey, [Inspector General of Police], Kilkenny, [County Kilkenny], to Lieutenant Colonel Sir William Gosset, Under Secretary, indicating he along with Joseph Green, the resident magistrate, has made a detailed inquiry into a complaint forwarded by the Roman Catholic clergyman and fourteen of the principle inhabitants of Graigue, County Kilkenny, over the behaviour of the police in that district; observing on foot that the ‘combination against the payment of Tithe & church cess is extending’. Encloses copy of memoranda on case in which he summarises the outcome of his investigation into the use of the police to enforce distraining orders issued by the local rector for non-payment of tithes; reflecting on the lack of evidence presented by one side but noting that [John H] Hatton, Chief Constable of Graigue, has become ‘extremely unpopular’ and stating he has arranged for his removal from that place; with note on foot from Green expressing his endorsement of Harvey’s conclusions. |
