SCOPE & CONTENT:

Letter from Charles Denham Orlando Jephson, The Castle, Mallow, County Cork, to [William Gregory, Under Secretary], Dublin Castle, reporting on an outbreak of fever in town of Mallow, stating that it has already killed 'men in very respectable situations, & whose circumstances were such as to put them beyond the reach of the General causes of Fever- Want of Food or clothing'. Requests government aid to establish a permanent fever hospital in Mallow, 7 June 1822. Also letter from Dr George Renny, Dublin Castle, head of Army Medical Department, to Gregory, responding, as requested, to Jephson's proposal, and recommending that relief of the fever poor in Mallow is best achieved by a temporary hospital; refers to opinion of Dr Galway, physician in Mallow, concerning fever in the area, 11 June 1822.

SCOPE & CONTENT:

File of papers relating to work of local committees for the relief of the poor in distressed baronies of County Clare. Includes copy of letter from Thomas Popham Luscombe, Dublin Castle, commissioner for the relief of the poor, to Arthur Miller, Ennis, County Clare, chief clerk of the County Clare police establishment, concerning Miller's letters and reports on the work of the committees for poor relief. Luscombe notes that, 'Under the Pressure of this heavy Calamity it is gratifying to perceive the indefatigable and zealous exertions of the Several Committees'. Requests a general account of the central committee's expenditure in the county, and that Miller continues to send weekly reports to Dublin Castle, 22 June 1822. File also includes letter from Miller to Alexander Mangin, chief clerk in civil department, Chief Secretary's Office, Dublin Castle, 12 June 1822, enclosing copies of pre-printed forms for weekly reports from various baronial committees for relief of the poor, containing handwritten entries of information for the baronies of Bunratty, Burren, Corcomroe, Clonderalaw, Ibrickan, Inchiquin, Islands, Moyarta, and Tulla Upper, County Clare for May and June 1822. Includes information such as numbers of families in receipt of relief, numbers in receipt of reduced price meal, numbers in receipt of free relief, and the amount of expenditure of the local committee, and the amount of other relief or subscriptions received. Several of the reports also contain additional notes and observations, concerning the arrival of cargoes of seed potatoes for distribution to poor, and reporting on the spread of fever in some areas. Some forms are also accompanied by copies of letters from local clergy and committees, reporting on the 'deplorable effect' of hunger and starvation in certain parishes. Miller's letter contains his own summary of observations on each of the reports.

Report of commissioners for poor relief, Dublin Castle, to William Gregory, Under Secretary, concerning their work since their appointment, and summarising the content of reports received from various central committees established for poor relief. Includes information provided by Major General Bourke, chairman of County Limerick central relief committee, concerning the numbers of families relieved, and the committee's expenditure; the commissioners conclude that in County Limerick, 'the distress has been materially alleviated'; also information provided by the Bishop of Limerick, chairman of the city's committee, and referring to the establishment of soup kitchens; also information on poor relief in County Cork, and the latter's request for further funds. Report signed by Peter La Touche junior, Dr William Disney, Dr George Renny, and Thomas Popham Luscombe, commissioners.

Also note from Gregory to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting his opinion on the commissioners' proposal, and noting that, 'they appear to me to open the means of affording immediate employment to the Poor in the distressed Districts', [June 1822].

Encloses copies of 5 statements from the central committees for poor relief in counties Roscommon, Clare, Limerick and Kerry, 18 June 1822-23 June 1822, numbered 1 to 5 and referred to in the report. These contain information on the work of the committees and their recent expenditure, with an assessment of the success of the relief provided. Includes copy of letter from AB Rowan, honorary secretary of the Kerry central committee, stating that, 'The assistance hitherto afforded has not contributed to the mitigation of the calamity in any perceptible degree', 18 June 1822.

Also copy of letter from Thomas Popham Luscombe, Dublin Castle, a commissioner for poor relief, to Lieutenant Colonel Thomas S Sorrell, military secretary to Sir Samuel Auchmuty, Commander of the Forces in Ireland, responding to an application for assistance from out pensioners of Kilmainham and Chelsea, at Miltown Malbay, County Clare, and from the pensioners in County Leitrim; refers the matter to the governors of the Kilmainham pension.
