Letter from Julius C Besnard, Cork, County Cork, solicitor and secretary to the commissioners of wide streets for Cork city, to Sir Nicholas Conway Colthurst, MP for Cork city, concerning a petition sent by the commissioners to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, concerning the construction of Western Road in Cork city, and requesting a reduction in interest payments on their loan, to which they have received no response. Refers to the useful work of the commissioners in Cork, emphasising 'to what a state Cork has been reduced'; 'Being wholly a war port, it has suffered, with considerable aggravation, the consequences of the change produced by peace, and the sudden failure of the two Banks completed the distress', 26 September 1822. Also letter from Besnard to Colthurst, enclosing a new petition to the Lord Lieutenant, and a map respecting the work in question in Cork city [neither present - presumably forwarded by Colthurst to Dublin Castle], 17 October 1822. Letters from Major Daniel Mahony, concerning distress of Knockane, County Kerry, and requesting government funds for public works

SCOPE & CONTENT:

Letter from Major Daniel Mahony, Killarney, County Kerry, brigade major of yeomanry for counties Cork, Kerry and Waterford, to William Gregory, Under Secretary, Dublin Castle, reporting on the improved spirit of the people, during his recent tour of inspection. Expresses concerns at the extent of distress prevalent in the countryside. Refers to work commenced to construct a road through the Gap of Dunloe, County Kerry. Notes that, 'this road, besides attracting the admiration of many to the Romantic scenery through which it passes, has the advantage of connecting the interior of a mountainous district of great extent with different market towns'. Requests government funds to complete the road, and thus offer employment to local labourers, 30 May 1822. Encloses copy of proceedings of a meeting of clergy, magistrates, and gentry in the town of Knockane, County Kerry, to consider ways of affording relief to the poor of the parish; meeting chaired by Reverend Edward Conyers, Church of Ireland rector of Knockane, 30 May 1822. Also letter from Mahony, to Alexander Mangin, chief clerk, civil department of Chief Secretary's Office, Dublin Castle, reiterating his reports of the 'deplorable situation of multitudes in the parish of Knockane', County Kerry. Emphasises the need to provide the people with 'the means to purchase oatmeal to prevent them from going into their potatoe [sic] Gardens early, which wou'd prolong the calamity to the ensuing year'. Renews his application for funds for a public work scheme to complete the road through the Gap of Dunloe, 4 June 1822. Also letter from Mahony to Mangin, concerning government money for the relief of the distressed inhabitants of Knockane. Urges an answer from government concerning the road at Dunloe.

File of papers relating to investigation of charges made by Samuel Thomas Potter, concerning the 'infamous practices' of the post office at Mohill, County Leitrim, in particular concerning the conduct of its deputy post master, Berry Norris, and his assistant, John McCarroll. File contains sworn affidavits from locals in Mohill, concerning proceedings at the post office at Mohill; correspondence between the General Post Office and the Chief Secretary's Office at Dublin Castle, in particular concerning the stance of the Irish Post Masters General on the case; letters from Potter, detailing his efforts to gather the necessary witnesses to appear in corroboration of his charges, and urging that action be taken; and letters from Berry Norris, post master at Mohill. Includes letter from Thomas Orde Lees, General Post Office, Dublin, chief clerk of Irish Post Office, to William Gregory, Under Secretary, Dublin Castle, stating the opinion of the Irish Post Masters General on each of the charges made by Potter. Notes the 'frivolous' nature of the charges, 'brought forward not with a view to benefit the Public Service, but on the contrary to gratify a concealed private feeling…', April 1822. Letter from Reverend Robert Disney, Mitchelstown, County Cork, Church of Ireland rector of Mitchelstown to Richard Griffiths, civil engineer overseeing public works, 24 July 1822, enclosing copy of resolution passed at a meeting of the committee for managing the Mitchelstown poor fund, held 22 July 1822, and chaired by Disney; resolution expresses their recommendation of a new line of road between Mitchelstown and the market towns of Tallow and Lismore, County Waterford; signed by Disney and by William Fetherston, the committee's secretary. The resolution is accompanied by a statement of reasons for the committee's support for the road, including benefits to agriculture, provision of employment, and the discouragement of illicit distillation. Letter from Nathaniel Evanson, Brookfield, County Cork, to Henry Goulburn, Chief Secretary, Dublin Castle, 29 July 1822, enclosing petition on behalf of the inhabitants of the parishes of Dorrus [Durrus] and Kilcrohane, in barony of west Carbery, County Cork, 'who suffer for want of employment and deficiency of food'. Requests that a new road be opened from the mail coach road leading into Bantry, to the foot of Dunmanus Bay. Emphasises that the scheme would provide employment, and facilitate access to Bantry, Dunmanway, Bandon and Cork city.
