SCOPE & CONTENT:

Letter from John Killaly, civil engineer, Ennis, County Clare, to William H Gregory, Under Secretary of Ireland, Dublin Castle, reporting on the state of County Tipperary where he discovered great benefit had been derived from charitable aid from Government, the London Tavern and Mansion House Committee and by private subscription: he continues ‘The forward state and great luxuriance of the Harvest, at the saving of which the peasantry were then actively employed, held out the most flattering hopes to all, that the recurrence of famine or want in the ensuing season, was not to be apprehended in this part of the County of Tipperary’.

SCOPE & CONTENT:

Letter from John Killaly, civil engineer, Ennis, County Clare, to William H Gregory, Under Secretary of Ireland, Dublin Castle, offering evaluation of proposal of ‘Birmingham’ for construction of a new road between Dublin and Limerick, intended to shorten the distance by twelve miles between the two cities: indicates that in the absence of a ‘proper surveys of the proposed lines & intended changes in the existing roads, it would be quite impossible for me to submit a satisfactory report to Government upon the feasibility of this project’; anticipates that as a result of the new line of communication Limerick ‘would very soon give way to the influence of the better stocked, and cheaper markets of the Metropolis’.

Also ask Mr Gregory whether it might not be desirable to avail myself of Lord Clancarty’s [Richard Le Poer Trench] assistance from who I have this day received a most excellent letter’.

Letter from Alexander Nimmo, civil engineer, Dublin, to Alexander Mangin, clerk, Civil Department, Dublin Castle, offering opinion on report of Commissioners of Fisheries concerning the state of fishing piers and harbours on the west coast of Ireland: notes that the commissioners have limited funds at their disposal and advocates a greater advance of capital ‘in some important cases…especially in the distressed districts, and thereby not only immediate relief and employment given to the amount of the expenditure but a source also opend [sic] of future profitable occupation’.

Copy letter from Alexander Mangin, clerk, Civil Department, Dublin Castle, to Alexander Nimmo, civil engineer, Galway, County Galway, conveying the Lord Lieutenant’s approval of proposed public works in the county of Galway, and to sanction use of his ‘own discretion…in carrying on directly such Works as will most immediately check the distress which is represented so universally to prevail in that quarter’; includes letter from Nimmo to Mangin, reporting on the state of provisions in County Galway, and on the general state of living condition of the lower orders: he notes that ‘The number of mendicant poor in Galway at present is very great and fever I understand also prevails to an unusual degree in the town’; indicates he has received orders from the Fishery Board to commence construction of three piers in Connemara and recommends that the unemployed poor of the county ‘be employ’d in cutting turf’.
