Letter from stone masons of Galway, complaining at misappropriation of money for public works

SCOPE & CONTENT:

Letter from several stone masons of Galway, County Galway, to Henry Goulburn, Chief Secretary, Dublin Castle, complaining of their hunger and distress for want of employment, despite government's money towards public works in Galway, to employ the poor. Complains of waste of public money, in particular, through the conduct of stewards employed by Alexander Nimmo, engineer in superintendence of public works, and to their employment of only particular masons to carry out the public works. Urges an investigation into the deployment of public money. Signed by John Fitzgerald [postmarked 14 January 1823]. Also letter from Nimmo, Dublin, to Goulburn, responding, as requested, to the claims against him. States that he could not get the men in question to work for less than a certain sum, and was therefore forced to seek men from outside the area, 18 January 1823.

Letter from Daniel McNeill, Cheltenham, England, to [Henry Goulburn, Chief Secretary], Dublin Castle, stating that he has read in the newspapers that he has been superseded as a magistrate for County Down, and therefore wishes to tender his resignation as captain of the Drumbo yeomanry corps, County Down, 2 January 1823. Also note by CSO official providing information on duration of McNeill's command of the Drumbo yeomanry, and his former post as captain of the North Down militia regiment.

SCOPE & CONTENT:

Letter from Wallop Brabazon, 40 Stephen's Green, Dublin, magistrate for County Louth, to Edward I Johnston, Dublin Castle, private secretary to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, 16 January 1823, enclosing Brabazon's statement, which he requests may be shown to Wellesley. Statement concerns Brabazon's financial difficulties, and his estate in County Louth. In particular, details of a 'mislaid' deed, respecting an exchange of glebe between Brabazon and the rector of Dunany parish, County Louth. Brabazon requests that orders be given to search the 'closets & cabinets' of the Council Chamber, to locate the deed, 16 January 1823. Encloses several documents to accompany his statement, [none present].

File of papers relating to public works to improve navigation of River Moy, under supervision of Alexander Nimmo, civil engineer. Includes petition of gentry, clergy, merchants, and inhabitants of town and vicinity of Ballina, County Mayo, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, concerning public works schemes in the area. Urges resumption of the work on River Moy, to assist the people of counties Mayo and Sligo, emphasising that the river is 'a place of export and import'. Petition dated 9 January 1823, and signed by 98 individuals, including members of the committee for Moy navigation, and James Cuff, MP for Tralee borough, County Kerry. Also includes letter from Nimmo, Dublin, reporting the amount of money expended on improvements to River Moy, and estimating the amount required to complete further work. Also refers to outstanding expenses for previous relief work carried out on the river. Nimmo details the main improvements which have been achieved by the work under his direction, 30 January 1823. Encloses map of 'Plan and Section of the Moy River from the bridge of Ballina to the quay at Coonalecka, with the works done under the direction of Alexander Nimmo, C. Engineer F.R.S.E., 1822'. Map includes use of colour washes, depicting land use, river, rocks and sand beds, and woodland; also layout and names of streets in Ballina. Also includes information on depth of water at various points in the river at spring tides; also information indicating land owners of areas along the river. Map drawn at scale of eight perches to an inch; scale bar divided at intervals of 100 feet. Also includes compass with fleur de lis pointer indicating north. Letter from James Tandy, Annefield, Kilcullen, County Kildare, chief magistrate of police for Counties Carlow, Wicklow, and Kildare, to Henry Goulburn, Chief Secretary, Dublin Castle, responding, as requested, concerning petition of Martin Dumphry, concerning Dumphry's dismissal from the police force. Tandy states that the reason for the dismissal was Dumphry's 'repeated intoxication', 23 January 1823. Returns petition of Dumphry, Naas, County Kildare, formerly of 47th and 10th regiments of foot, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting reinstatement, 16 January 1823.

SCOPE & CONTENT:

File of papers relating to claims of Dr Patrick Lovelock, County Galway, and Dr Patrick McGreal, Newport Pratt [Newport], County Mayo, for reimbursement of money expended by each of them on medicines and aid to sick poor. Includes letter from Connell O'Donel, [of Seamount House, County Mayo, a magistrate for County Mayo], at 31 Merrion Square, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, recommending the claims of McGreal, surgeon and apothecary of Newport Pratt, 'whose constant attendance on the numerous sick and poor of our Parish in most malignant diseases justly entitles him to my recommendation...'., 13 January 1823. Encloses petition of McGreal, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, detailing his medical attendance on, and distribution of medicines to, the sick poor of the area, and requesting remuneration, 13 January 1823. Petition certified and recommended by O'Donel, 13 January 1823. Petition accompanied by McGreal's account detailing the expenditure of '…Medicines... issued by me by Directions of the Committee of Newport County of Mayo for Relieving the Distressed Sick in the Parish of Burrishoole', County Mayo, from 1 March 1822 to 31 May 1822. Account details daily treatments administered to individual patients, providing name of each patient, their place of residence, their illness - most commonly typhus fever, cholera, or dysentery- and a note of treatment administered, and its cost. Includes names of several hundred individuals. Account signed by McGreal. File also includes letter from Dr George Renny, army medical office, Dublin, director general of hospitals and chief of army medical department, to William Gregory, Under Secretary, concerning the claims of McGreal, and reiterating that he should instead have applied for funds from the commissioners for relief of distressed poor, rather than acting on his 'own authority'. Warns that payment of the account could set a danger precedent for future similar actions and claims, 31 January 1823.
