SCOPE & CONTENT: |
Letter from Francis O'Beirne, Carrick on Shannon, County Leitrim, magistrate of County Leitrim and chairman of central committee for County Leitrim, to Henry Goulburn, Chief Secretary, Dublin Castle, concerning the toll system in operation on the River Shannon. Emphasises the potential benefits which could be realised by moving coal, sand, gravel and granite from Lough Allen area, by water, but warns that, 'By this Toll, a Navigation completed at the public expense is no sooner nominally opened than in effect closed; and any attempt by private Capitalists to engage in the Collieries surrounding Lough Allen, entirely discouraged'. Outlines the committee's proposals for how a toll system could be made fairer, by imposing it as a tonnage duty rather than as a lockage duty, 6 January 1823. Also letter from Francis Trench, secretary to Directors General of Inland Navigation, responding as requested to O'Beirne's letter, and the committee's proposal. Details the board's arguments in favour of maintaining a lockage duty, noting that, in setting the tolls, 'the Board were desirous to make the Navigation which had been formed at the Public Expense contribute to its own Maintenance', 22 January 1823. |
