2 statements of legal case, prepared by William and Thomas Kemmis, crown solicitors, 17 December 1822, to obtain opinion of William Plunket, Attorney General for Ireland, and of Henry Joy, Solicitor General for Ireland, respecting the legal position of a case concerning the legal status of Kinsale within the County of Cork. Statement accompanied by copy of petition from the sovereign, burgesses and commonality of town of Kinsale, County Cork, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, 3 December 1822 [copy prepared by Kemmis']. Concerns the status of Kinsale in light of the new police bill, emphasising that it is 'a distinct and separate jurisdiction', which has, '…never contributed to the payment of the Constables or police of the County of Cork', having its own police establishment, paid by Kinsale Corporation. Requests that Kinsale is not treated as a barony of County Cork, for the purposes of the new police act. Petition originally signed by William Newman, sovereign of Kinsale. [One copy of case sent to Plunket, and one to Joy; their response annexed to only one of the statements, and signed by both, 29 January 1823].

Petition of William Walsh; Daniel Donohue; John Griffin; Maurice Lynes, Humphry Dood; Peter Connell; Patrick Griffin; James Connor; Patrick Connor; Arthur Leary; Thomas Leahy; James Kavane; Jiffrey [sic] Gess; Thomas Sullivan senior; Thomas Sullivan junior; John FitzGerald; Patrick FitzGerald; John Leahy; Thomas Walsh; and Robert Walsh, all coopers of the town of Dingle, County Kerry, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, emphasising their poverty and distress, since they were prevented from making butter ferkins [firkins], it being, '….the wish of Some of the Cork Coopers to Condemn their work, to monopolize the entire trade of all Kerry into the City of Cork..'. Requests government's interference to restore their rights.

Letter from anonymous writer styled 'Plain - & Sincere - Veritas!!!', Carrick on Suir, County Tipperary, to Chief Secretary's Office, Dublin Castle, complaining of government's plans to advance sum of £20,000 to Richard Sause, for 'the relief of such as have suffered, by the fall of - prices &c'. Complains that Sause, a banker, ruined many 'industrious People', when his bank collapsed in 1820, and accumulated heavy debts. Requests government to forward the sum to 'any other Gentlemen', who will disperse the money correctly.

File of papers relating to claims of William Wright, for government compensation. Includes petition of Wright, 1 Lower Gardiner Street, Dublin, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, stating that he is brother to John Wright, chief constable of Ennishowen [Inishowen] police, County Donegal, and that he was temporarily appointed by William Webb, chief police magistrate for County Donegal, to cover the duties of his brother John, when John was ill. Claim concerns William Wright's expenses when called to attend and give evidence in Derry [Londonderry] city, at a subsequent investigation into Webb's conduct, 23 January 1823. Also includes letter from Mark Anthony Saurin, 33 St Stephen's Green, Dublin, barrister, to William Gregory, Under Secretary, Dublin Castle, stating his opinion, as requested, on Wright's claims, Friday 14 [February 1823].

File of papers relating to tolls for mail coaches using Kilcullen turnpike road. Includes letter from George Harrison, Treasury Chambers, Whitehall, London, assistant secretary to the Lords Commissioners of the Treasury, to Henry Goulburn, Chief Secretary, Dublin Castle, 10 February 1824, enclosing a letter from Archibald Taylor, 11 Gerrard Street, Soho, London, England, to the Lords Commissioners of the Treasury, concerning the referral of the case respecting tolls of Kilcullen road, to the law officers in Ireland. Complains that the matter had already been agreed in the contractor's favour by Charles Grant, the former Chief Secretary, 21 January 1824. Taylor encloses, in turn, a statement of the 'Case of the Contractors of the Kilcullen Turnpike Road', detailing the legislative rights of the Taylor family to receive tolls from mail coaches using the road, and complaining of the conduct of the Irish Post Masters General, in not paying the tolls due. Requests an amendment to recent legislation, to protect their rights to collect tolls. Also statement of legal case, prepared by Kemmis and Carmichael, solicitors, Dublin, to obtain opinion of William Plunket, Attorney General for Ireland, respecting the legal position of the contractors' claims; opinion of Plunket written on bottom of statement, 30 April 1824. [Statement refers to several accompanying documents- none present].

Petition of Jocelyn Henry Connor Thomas, formerly of Everton, Queen's County [County Laois], to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, detailing his involvement in constructing an embankment at Wexford harbour, and later his failed efforts to establish a fishery on the site, following the destruction of much of the embankment during an unprecedented high tide. Refers to financial and other difficulties, resulting in loans from the commissioners for the issue of money from the consolidated fund, and from John Thomas Cramer of Cork. Requests government's interference concerning arrangements for the interest payments on the loan to the commissioners, in order to support his family.

Details case of Charles Hutton, a Dublin dealer in smuggled spirits, who still operates thanks to Hawthorne's interference.
