Letter from James Cumming, steward, and William Abbott, chief clerk, House of Industry, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, 9 October 1823, enclosing their petition to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, emphasising their additional duties at the House of Industry during the former governor, Richard Boyle's absence through ill-health, and in the period between Boyle's death, and the appointment of his successor, Colonel George Morris. Requests remuneration for their extra services, 8 October 1823. With subsequent annotation on letter, by Goulburn. Also further note from Abbott, to [Thomas] Taylor, clerk in Chief Secretary's Office, 20 November 1823, citing a precedent to their application, in the form of remuneration granted to William Marland, for his work as acting Receiver General in the stamp office, Dublin, between the death of William Daniell, and the appointment of his successor, Andrew Armstrong; also with subsequent annotation by Goulburn. [Presumably the CSO checked on this case, as there are copies of 2 letters relating to Marland's application for remuneration, originally dated 27 April 1822, and 26 June 1822, filed with the above papers, as well as a receipt stating the amount of money issued to Marland for the execution of the office of Receiver General between February and April 1822]. |

File of papers relating to a complaint made against Jerrard E Strickland, a magistrate for County Roscommon, respecting the levying of an additional parish cess, for repairs to a local Roman Catholic chapel. Includes letter from Reverend Thomas Lloyd, Castlerea, County Roscommon, Church of Ireland rector of Kilglass, County Roscommon, to ['My Dear Lord', presumably his diocesan bishop, who then forwarded the letters to Dublin Castle], 29 September 1823, enclosing a letter from Joseph Sandford, to Lloyd, detailing the circumstances which arose at Easter parish vestry in the parish church of Ballaghaderreen, [County Mayo; subsequently County Roscommon], when Sandford challenged Strickland over the cess. Sandford reports that he refused to sign the act of vestry, 'which passed after wards through Mr Strickland's interest..', 29 September 1823. File also includes copy of letter from Henry Goulburn, Chief Secretary, Dublin Castle, to Strickland, enclosing an anonymised extract from Sandford's letter, and desiring to know, 'by what Authority, and on what ground, a Cess was so levied and applied', 16 December 1823. Also includes letter from Strickland, Loughglynn, near Castlerea, to Goulburn, responding, as requested. Strickland explains the reason for his attendance at the vestry, 'not to vote, but as possessing a freehold in the parish', and in his capacity as agent to Viscount Dillon, 'the proprietor of the whole town..'. Strickland denies the claims made against him, and complains of the 'violent conduct' of Sandford. Notes that Sandford is a member of Major John Wills' County Roscommon police force, 'whose execrable conduct I was the means of exposing', and also notes that Sandford was believed to be involved in illicit distillation, 7 January 1824; with subsequent annotation on reverse, by Goulburn, and by William Conyngham Plunket, Attorney General. File also includes a letter from Thomas Elrington, Church of Ireland Bishop of Ferns and Leighlin, Bishop's Palace, Ferns, County Wexford, to Goulburn, concerning the cess, and reporting that he has no recollection of the matter, 26 January 1824. |

Recommends that the force is raised 'if not entirely', then 'principally' from the disaffected parts of the country. Notes that such a policy, '…was crowned with complete success in the Year ninety eight [1798] when Numbers of those very rebels who were most active in the Counties of Cork, Waterford, & Wexford, were quickly converted into some of our best Soldiers in Egypt & on the Continent'. |

Emphasises that Alexander Nimmo, government's civil engineer, has reported favourably on the utility of the proposed work, 11 December 1823; with subsequent annotation by Goulburn. |

Note from John FitzGibbon, 2nd earl of Clare, to [Henry Goulburn, Chief Secretary, Dublin Castle], 7 [?November] 1823, enclosing a letter from Major General Richard Bourke, Thornfield, Limerick, a magistrate for County Limerick, to [Earl Clare], reporting on the recent quarter sessions held in Limerick, and emphasising the need to improve the usefulness and respectability' of the quarter sessions, noting his own efforts to place it 'on a better footing'. Notes the confusion caused by the 'jumbling' of criminal and civil cases, reporting that, 'at the last sessions there were above one thousand bills entered and disposed of at Rathkeale, and more than twelve hundred at Limerick'. Outlines other problems with the system, and the difficulties facing the county's sheriff and assistant barrister. Offers suggestions for improvement of the present system, 3 November 1823. |

The map is accompanied by a key indicating the use of different coloured washes to indicate the present boundary of the asylum, the land around the asylum owned by the Lord Primate of Armagh, and the boundary as laid out by the commissioners for the erection of lunatic asylums in Ireland. The names of adjoining estates, and their owners, are also marked A-E, including estates belonging to Arthur I Kelly. |
