Letter from Major General Richard Bourke, Limerick, County Limerick, a magistrate of County Limerick, to Henry Goulburn, Chief Secretary, Dublin Castle, writing, on direction of the magistrates assembled at a special sessions at Limerick, to propose an arrangement for supplying clothing to the county's constables and police - 'in all 250 Men'. Recommends that the county's magistrates be given responsibility for receiving tenders, recommending a contractor, and inspecting the articles provided. Expresses wish to improve the quality of clothing and footwear for the police, and to give the business of supplying the articles to a local Limerick contractor, 13 December 1823. Reports that there were fewer prisoners than usual on the last 2 embarkations, due to a new regulation respecting the convicts' route to Cork, and wishes to know if the allowance should still be paid, 8 December 1823. File of papers relating to refusal of medical practitioners to attend the victim of a stabbing in the town of Roscrea, County Tipperary. Includes letter from Sandford Palmer, Roscrea, magistrate, to Henry Goulburn, Chief Secretary, Dublin Castle, concerning the stabbing of a local butcher, and the inability of the local police sergeant, 'to prevail on any Doctor in this Town to visit him, fearing they might be obliged to attend the Clonmel assizes…', 10 December 1823; with subsequent annotation on reverse, by Goulburn. Also further letter from Palmer, to Goulburn, 18 December 1823, responding to Goulburn's request to know the names of those medical practitioners who refused to assist. Palmer encloses a letter from John Scrugham, sergeant of barony of Ikerrin police, to Palmer, reporting the circumstances of the case, relating to the assault perpetrated on Patrick Egan, a butcher, by Daniel Magennis, also a butcher, in Roscrea. He lists the names of those doctors and apothecaries who refused to attend the victim, 9 December 1823. Palmer also encloses an affidavit of Edward Lowry, of Roscrea, reiterating the circumstances of the events and the names of the medical professionals, sworn before Palmer, 18 December 1823. He also encloses a letter received from Dr William Kingsley, Valley House, Roscrea, to Palmer, explaining the reasons for his refusal to attend the wounded man, and emphasising the financial burden of attending subsequent assizes without any remuneration. Petition of James Malley, prisoner in Castlebar jail, County Mayo, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, stating that he was imprisoned 20 weeks ago on the order of A Clendenning, magistrate of Westport, County Mayo, [Alexander Clandenning], 'for an attempt of Rape on Catharine [sic] Adams of Westport'; describes how the girl's father, John Adams, obtained a warrant against him, '…without the smallest investigation on the subject..', and alleges that the girl was duped into swearing an oath against Malley, on the 'advice of individuals who envied' him. States that subsequently, father and daughter realised their 'gross error' and endeavoured unsuccessfully to obtain Malley's release from jail. He seeks government interference to obtain his freedom, and annexes a copy of Catharine and John Adams' subsequent oath, renouncing all intention to prosecute Malley and stating that they 'freely forgive' him; originally witnessed by David Murray and Daniel Hirraghty [sic; Herraghty], and by B Dunphy, a soldier in the 88th regiment of foot. [Subsequent annotation indicates petition received 13 December 1823]. |

Petition of 2nd revenue police, County Mayo, seeking payment of reward from Irish Post Office |
SCOPE & CONTENT: |
Petition of Sergeant Robert Allen, and colleagues, of the 2nd revenue police stationed at Binghamstown, barony of Erris, County Mayo, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, reporting their successful apprehension of Hugh McCoy, in response to a public notice issued by the Irish Post Office, offering a reward for McCoy's capture. Emphasises their efforts in the case, and complains of the refusal of the Post Office to pay out the reward. Petition signed by Allen, and accompanied by the names of each of his colleagues involved in the apprehension of McCoy, 28 October 1823. Also annexes an affidavit sworn before Denis Bingham, magistrate of County Mayo, and local landlord, confirming the truth of their claims, signed by Bingham, 30 October 1823. They also enclose the printed notice in question, dated 19 June 1823, issued by command of Sir Edward Smith Lees, secretary to the Irish Post Masters General, and offering a £20 reward for McCoy's capture, for an attack on the post office at Belmullet, County Mayo. With subsequent annotation on petition, by Henry Goulburn, Chief Secretary, Dublin Castle, directing the matter to the Irish Post Office. Also letter from Lees, General Post Office, Dublin, to Goulburn, responding, as requested, to the petition, 18 November 1823. |
