SCOPE & CONTENT: |
Letter from James Gillmor, 38 Westmoreland Street, Dublin, landowner in County Sligo, Henry Goulburn, Chief Secretary, Dublin Castle, expressing his concern at a proposal from Mr Martin, a merchant from Sligo, and others from the town, for funds to carry out improvements to the quay. Gillmor states that whilst, 'The intended Works wou'd be of the greatest possible service to the trade of this Town', he has concerns about '...the Persons into whose hands' the money would go. Emphasises that the work would be hampered by the divisions within the town, each party 'both having different Views, and objects'. Urges that the works be superintended by someone unconnected with Sligo, 'and that all money should only pass through his hands'. |

SCOPE & CONTENT: |
Petition of Daniel Harkin, of Stroove, County Donegal, imprisoned in Londonderry jail, a licensed pilot on the River Foyle, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting his release from the jail, and detailing the circumstances of his imprisonment. States that he was engaged by the master of a sloop, to pilot the vessel into Londonderry quay, being told it had coal onboard. States, however, that when the water guard boarded the vessel, the master and crew abandoned the boat and rowed ashore, leaving Harkin onboard; when tobacco was discovered on the sloop, he was arrested, [Dec 1823]. With annotation overleaf, by Henry Goulburn, Chief Secretary, Dublin Castle. Also letter from Sir James Dombrain, Preventive Water Guard office, Dublin, to Alexander Mangin, first clerk in civil department, Chief Secretary's Office, Dublin Castle, reporting, as requested, on the petition, and referring Mangin to a full report already submitted by Dombrain in response to the matter, 17 December 1823. |

Letter from Sir Edward Smith Lees, General Post Office, Dublin, secretary to the Irish Post Masters General, to Henry Goulburn, Chief Secretary, Dublin Castle, responding to a communication from Mr G Harris; Lees states that Harris 'is in error, in supposing that the mails for & from Mallow have by a late arrangement, been placed on a less convenient footing'. Lees emphasises that, on the contrary, the mail service for the town has improved, following the re-establishment of the mail coach between the cities of Limerick and Cork. |

Letter from James Lowry, complaining of conduct of police stationed at Slane, County Meath |
SCOPE & CONTENT: |
Letter from James Lowry, Dublin, Presbyterian clergyman, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, complaining of his treatment at the hands of the police commanded by Captain Fitzgibbon [FitzGibbon] stationed at Slain [Slane, County Meath], as Lowry passed through on his way from the north of the country, to Dublin. States that he was arrested, after refusing to pay for another person's liquor, at the lodgings he had taken for the night, [annotation indicates petition received 2 December 1823]. Also letter from Major Thomas Powell, Dublin, inspector general of police, responding, as requested, to Lowry's claims: encloses a report from Captain Gerald FitzGibbon, chief constable, Slane, to Powell, offering a different version of events, and stating that the intoxicated person who had refused to pay for liquor was Lowry himself. Reports that, 'the Prisoner was much intoxicated and almost in a State of nudity'. Fitzgibbon notes that Lowry has since been arrested again on similar charges by the police at Dundalk, County Louth, 10 December 1823. |

SCOPE & CONTENT: |
Report of William Saurin, Attorney General of Ireland, to Earl Talbot, Lord Lieutenant, Dublin Castle, stating his approval of an arrangement proposed by Power Le Poer Trench, Church of Ireland Archbishop of Tuam, to cover the expenses of carrying out alterations and improvements on the dilapidated bishop's house, grounds and outbuildings in Tuam, 31 October 1821. Also report of William Conyngham Plunket, Attorney General of Ireland, to Wellesley, concerning the completion of the work by the Archbishop, and stating his approval that the work was carried out as originally proposed in a petition to Earl Talbot, former Lord Lieutenant, [in 1821]. Plunket also refers to the total cost of the works completed. He recommends that the necessary certificate be issued by Wellesley, to the archbishop, certifying the value of the improvements, in order that the sum can be charged against the see of Tuam and the archbishop's successors, 25 July 1823. Also further report from Plunket, to Wellesley, reporting his approval of the certificate of improvements, 20 December 1823. |
