Requests to know if a loan might be obtained from government, 'for the Purchase of Provisions' to assist the labouring poor. Letter from Thomas P Lea, Irish Times Office [Dublin], half pay surgeon of the Royal Artillery regiment, to Henry Goulburn, Chief Secretary, Dublin Castle, referring to the circumstances surrounding his establishment of a new newspaper in Dublin called the 'Irish Times', in conjunction with his friend, Walter Glascock, based upon, 'such liberal and impartial principles as would tend eventually to convince the public that the Government under which we live is one well calculated to promote union and good will'. Emphasises the expenses incurred in the paper's establishment, and seeks 'a portion of that patronage which is given to other papers in this City, some of which do not support the Government', 22 December 1823. SCOPE & CONTENT: |
Petition of David Tobin, Clocully, Clogheen, County Tipperary, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, referring to the details of his ongoing legal dispute with his former landlord, Thomas Mulcahy, who distrained all of Tobin's goods and chattels for an alleged arrear of rent, which Tobin had in fact paid, but had obtained no receipt as subsequent proof. Tobin describes Mulcahy's conduct as 'a glaring robbery', and seeks legal assistance from government to obtain justice, 12 December 1823. Tobin encloses a character reference signed and sealed by Richard Hely-Hutchinson, 1st earl of Donoughmore, 25 April 1822. Petition of Robert Gallaher [sic], of Malin, County Donegal, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting to be released from a fine imposed by the excise office in Londonderry, 'for spirits which had paid his Majesty's duty'. Emphasises that he has no means to pay any part of the £25 fine, and that his family will be left destitute if he is imprisoned for the amount [subsequent annotation indicates petition received 20 December 1823]. Gallaher encloses a letter from W Miller, excise office, Londonderry, to Gallaher, informing him of the decision of the board of excise to reduce the fine to be paid to £25, to be settled within 14 days, 10 December 1823. |

Refers to his former service as a collector of excise, from which he retired in 1820, and to his subsequent imprisonment for 'Debts of a very old standing'. |

Covering note from Lord Combermere, Commander of the Forces in Ireland, Royal Hospital, Kilmainham, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, 19 December 1823, enclosing the petition of Samuel Buck, formerly of Granard, County Longford, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, emphasising his family's financial distress as a result of his 'not being able to attend to his professional pursuits' due to ill-health. Requests government assistance [December 1823]. Petition is certified by W Thompson, of Clonfin, County Longford. Also a note from Captain Dawkins, Packenham [Pakenham] Hall, County Westmeath, to Charles Oldfield Bowles, private secretary to Goulburn, [April 1824], enclosing a letter from Sarah Wallace, 87 Barrack Street, to Lord Combermere, enquiring into the whereabouts of the petition of her father, Samuel Buck, which was sent to Lord Combermere to be signed, April 1824. Dawkins wishes to know if Bowles remembers the petitioner's case, as Lord Combermere does not recollect sending the petition. |

SCOPE & CONTENT: |
Letter from Sir Jonas Greene, Harcourt Street, Dublin, recorder of Dublin city, to Henry Goulburn, Chief Secretary, Dublin Castle, detailing his case for an increase in his salary as recorder. Emphasises his surrender of much of his own private legal work, in order to devote his time to the public duties and business of his post, to the detriment of his financial position. Also highlights the delay in the receipt of that part of his salary paid by Dublin Corporation: he reports that after 3 years in the post of recorder, 'the first year's Salary is the only which I have received, and that was paid within the last fortnight'. In respect of that part of his salary paid by public funds, he emphasises that the duties of the post in attending trials in the city, and in the numbers of prisoners indicted, have much increased. Greene has annexed at the bottom of the letter, 'A Return of the numbers of Persons indicted at the Quarter Sessions of the City of Dublin from the year 1808 to the years 1822..'., in order to demonstrate the substantial increase in the recorder's workload, 20 December 1823.
