File of papers relating to investigation into conduct of William Webb, chief magistrate of police for baronies of Innishowen [Inishowen] and Raphoe, County Donegal; and of the subsequent investigation conducted for government, by Mark Anthony Saurin, barrister. Includes letters and petitions, detailing complaints made against Webb, by Dr John Wright, clerk of Inishowen police establishment, relating to financial matters, irregularities in accounts of the police establishment, and irregularities respecting the payment of wages to its policemen - in particular to Wright being relieved of the responsibility of the police finances by Webb, and the consequences of Wright's subsequent refusal to vouch for the accounts of expenditure to be presented before the County Donegal grand jury; complaints by David Henderson, a policeman in the force, concerning Webb's conduct; complaints by Harkins, formerly farrier to the police establishment, concerning unpaid bills owed to him by the police establishment; complaints of McLaughlin; also the complaints brought by the grand jury of County Donegal, concerning vouching of the police establishment's accounts and charges made for forage for the police horses; and charges made by some of the magistrates of County Donegal, alleging neglect of duty and Webb's absence from the district. [This material has been arranged in bundles by Saurin, as evidence in his investigation - this arrangement has been retained]. Also includes letter from Saurin, barrister appointed at the request of Chief Secretary's Office, to investigate the matter, to Henry Goulburn, Chief Secretary, Dublin Castle, 29 January 1823, enclosing copy of his lengthy report into his investigation. Saurin exonerates Webb's conduct, noting that in some cases, particularly that of Dr Wright, personal 'animosity of feeling' was in evidence against Webb, and he concludes that in many cases, there was 'little to warrant' the accusations made, 27 January 1823. Report accompanied by lengthy appendix, containing additional information [27 January 1823]. |
