Letter from James M'Cleery, Belfast, register of the Lagan Navigation, to William Gregory, Under Secretary, Dublin Castle, 5 July 1819, enclosing, as directed by the undertakers of the Lagan Navigation, several accounts relating to the navigation [none present]. M'Cleery gives a brief description of each in the letter: these include an account of the amount of Lagan duties on beers and spirits from the year 1814 to 5 January 1819; an account of the tolls received in the same period; an account of the number and tonnage of the boats using the Lagan Navigation each year; an account of the company's expenditure since 1814; and an account of the interest paid to the holders of debebentures for each year since 1814. |

Letter from Captain J Willington Kyffin, Ann[e] Street, Mountjoy Square, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, complaining of 'unfounded' misrepresentations made concerning his suitability to fill the situation of assessor of taxes to which he was appointed, and refuting those allegations. Also emphasises his family's 'severe hardships'. Refers to his former military service in the Royal Tyrone militia regiment, including during 1798. Offers himself for consideration for appointment to the police establishment, 7 January 1824. Encloses a copy of a certificate from Sackville H Lovett, comptroller of department of assessed taxes, comptroller's office, Dublin, stating that Kyffin was appointed in 1817, received a certificate of qualification, and thereafter regularly sought to commence his employment. Observes that, '...in my opinion, he would have been a Credit and an Acquisition to the publick [sic] Service', originally dated 7 October 1823. With subsequent annotation on reverse of Kyffin's letter, by Goulburn. |

Petition of John King, 31 Magher's Court, Upper Kevin Street, Dublin, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, detailing his persecution at the hands of the Ribbonmen and their followers, and requesting government assistance. States that he was forced to flee his home in County Limerick, following the destruction of his property, as a result of his giving a home to the children of Thomas Dillon, whose own home had been attacked by Ribbonmen. Then reports that having received government compensation of £200, he settled on a farm in County Wicklow, but was recognised by a Limerick man, and denounced as a 'government spy', and forced to flee with his family once more. States that he is residing in Dublin with no means of support [1823]. With subsequent annotations on reverse, including that of William Gregory, Under Secretary, Dublin Castle, who states that, 'No answer' is to be sent, as 'he has received very large sums of money'. Also further petition of King, to Wellesley, renewing his application, and seeking government employment [annotation indicates petition received 4 January 1824]. |

SCOPE & CONTENT: |
Letter from Thomas Ball, Master's office, Four Courts, Dublin, master in Court of Chancery, to Henry Goulburn, Chief Secretary, Dublin Castle, emphasising need for government to take action to lessen the problem of oppressive taxes for paving and lighting Dublin city. Ball states that this can be accomplished if the corporation for paving and lighting Dublin are permitted to purchase the Dublin Gas Light Company. Discusses a rival company, the Hibernian Gas Light Company, which is, 'almost entirely composed of Roman Catholics' and has obtained subscriptions 'among people of that Class'. Also refers to an imminent arrangement, whereby the entire south side of the city will be transferred to the Hibernian company 'for a sum to enable the Dublin G[as] L[ight] Co[mpany] to pay its Debts', with the latter retaining the north of the city. Ball states that this will create a monopoly, 'Enabling the two Companies to fix a price both on public and private lighting, highly detrimental to the Citizens at large'. Refers to the extent of work already completed by the Dublin company, and to its growing income. Also mentions his own resignation as director of the Dublin Gas Light Company, 'in consequence of the proceedings now in contemplation', 23 December 1823. With subsequent annotation by Goulburn. |

Letter from Colonel Wray Palliser, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, 24 December 1823, enclosing details of Palliser's proposed scheme 'for assisting the occupiers of small farms in Ireland'. Refers to the factors mitigating against agricultural productivity in Ireland, chiefly, the 'great subdivision' of land, resulting in plots of just a few acres in size, and also 'the ignorance that prevails (generally speaking) among the peasantry of the common principles of rural economy'. Warns that the soil is deteriorating and becoming less and less capable of supporting the population and discusses the problem of the conflicting interests of landlord and tenant. Details his plan to lease several small farms, in order to create a 'kind of farming company' amongst the families on those farms, mentioning the need for government capital to establish such a scheme. |
