Also copy of letter of reply from Goulburn, Irish Office, to Harrison, referring to Hoskins' request for an investigation 'into the causes of his losses and illtreatment [sic] by the Irish Insurgents', and reporting the reasons why the Lord Lieutenant of Ireland considers that Hoskins is entitled to no such compensation from public funds, 30 May 1823.

SCOPE & CONTENT:

Letter from George Harrison, Treasury Chambers, London, assistant secretary to the Lords Commissioners of the Treasury, to Henry Goulburn, Chief Secretary of Ireland, [at Irish Office, London], concerning an application from John Hall, Hanoverian Consul-General, concerning the collection of light duties charged on foreign vessels in ports of the United Kingdom, 29 May 1823. Encloses a copy of a letter from Thomas Lack, assistant secretary to the Privy Council of Trade, Whitehall, London, to John Charles Herries, joint secretary to the Lords Commisisoners of the Treasury, 14 May 1823, in turn, enclosing a copy of a letter from Hall, 6 Circus, Minories, London, to Lack, reporting that despite Hanoverian, Dutch, Russian, Norwegian, and other foreign governments, having placed British ships on the same footing as their own ships in respect of port charges, light duties, etc, 'upon the understanding that the Vessels of such countries would be entitled to equal advantages in the Ports of the United Kingdom', Hall complains that no such alteration has taken in place at Irish ports. He requests that an order is issued to the collectors of Irish light duties, to treat ships from the countries listed, as they would their own vessels. Hall annexes a full list of the states in question: Portugal, Brazil, United States of America; Kingdom of Netherlands, Hanover, Sweden, Norway, Russia, Hamburgh, Bremen and Lübeck, 5 May 1823. Harrison requests that the necessary directions are given to the collectors of light duties in Ireland 'as suggested' in Hall's letter. With subsequent annotation on Harrison's letter, by Goulburn. Also copy of opinion of Thomas Edlyne Tomlins, KC and legal counsel to the Irish Office, London, on the subject, 2 June 1823. Letter from Stephen Rumbold Lushington, Treasury Chambers, London, joint secretary to the Lords Commissioners of the Treasury, to Henry Goulburn, Chief Secretary of Ireland, [at Irish Office, London], 18 July 1823, enclosing letter from John Church, Stationery Office, London, cashier of the Stationery Office, to Lushington, 6 February 1823, in turn, enclosing a list of the London wholesale prices of the various descriptions of paper, along with samples of those papers, contained in the schedule of papers supplied by Alderman Sir Abraham Bradley King, King's Stationer in Ireland, to various government departments [price lists present; samples not present]. The first list gives the prices per ream for various descriptions of superfine and second paper for the period 5 April 1822-5 January 1823, and is certified by Jones, Wiggins and Company, wholesale stationers, London. The second list gives the prices for the period 5 July 1822-5 October 1822, and is certified by Jones, Wiggins, and Company, and by Christopher Magnay and Sons, wholesale stationers, London.

Letter from John Charles Herries, Treasury Chambers, London, joint secretary to the Lords Commissioners of the Treasury, to Henry Goulburn, Chief Secretary of Ireland, [at Irish Office, London], concerning the Lords Commisioners' consideration of the estimate of expenditure of the works at Kingstown [Dunelary; Dún Laoghaire] harbour, County Dublin for 1823. Reports that they have enlisted Joseph Whidbey, naval engineer, to travel to Ireland to inspect the works to consider their public utility; what parts of the work could be ceased, 'if it should be desired not to complete it according to the original plan'; the possibility of the work being executed for the estimated expenditure; and ways in which the original plan could be altered, to continue the work 'more economically', 4 August 1823. Copy of warrant from Lords Commissioners of Treasury, concerning new rules for regulation of trade between Great Britain and Ireland

SCOPE & CONTENT:

Letter from George Harrison, Treasury Chambers, London, assistant secretary to the Lords Commissioners of the Treasury, to Henry Goulburn, Chief Secretary, Dublin Castle, 8 November 1823, enclosing a copy of the warrant signed by the Lords Commissioners, containing the rules and orders for regulating trade between Great Britain and Ireland, addressed to the commissioners of customs. Concerns new legislation entitled 'An Act to repeal the several duties and drawbacks of customs chargeable and allowable in Ireland, on the importation and exportation of certain foreign and colonial goods, wares, and merchandize, and to grant other duties and drawbacks in lieu thereof, equal to the duties and drawbacks chargeable and allowable thereon in Great Britain', 4 Geo 4, chapter 72, July 1823. The warrant tates that, 'the Trade between Great Britain and Ireland shall from and after the 10th day of October 1823 be taken and deemed to be a Coasting Trade..', and lays out sets of rules applicable to outward bound vessels, and to inward bound vessels under the new arrangements. Warrant originally signed by Berkeley Paget; William Lowther, Viscount Lowther; and Lord Granville Charles Henry Somerset, Lords Commissioners, 4 November 1823.

Letter from George Harrison, Treasury Chambers, London, assistant secretary to the Lords Commissioners of the Treasury, to Henry Goulburn, Chief Secretary, Dublin Castle, 14 April 1823, enclosing copy of a letter from Sir Henry Parnell, 12 Green Street, [London] MP for Queen's County [County Laois], and one of the commissioners of the Holyhead [Wales] Road, to John Charles Herries, joint secretary to the Lords Commissioners of the Treasury, concerning new legislation to be introduced relating to the future management and maintenance of Holyhead [Wales] and Howth [County Dublin] harbours, and of the new Holyhead Road. Notes that they should, as recommended by the select committee, be placed in the control of a single new board, to be formed out of the existing boards of commisisioners overseeing the harbours, and the board overseeing the road. In particular, refers to the inclusion of a right of the commissioners to levy 'some small Duties on vessels frequenting the Harbours of Holyhead and Howth, in order to form a Fund for the Expenses' of the upkeep of the harbours and road, and to their being granted control of the appointment of harbour master at Holyhead. Proposes that the right of appointment to post of harbour master at Howth be transferred from the Lord Lieutenant of Ireland, to the new board, and similarly, the control of the light house at Howth be transferred from the Post Office, to the new board, in order to eradicate any 'inconsistencies', 18 March 1823.
