File of papers relating to request of William Shaw Mason, for funds to conduct a new valuation of those ecclesiastical dignities and benefices, liable to the payment of First Fruits. Includes letter from William Shaw Mason, Record Tower, Dublin Castle, joint remembrancer of the Board of First Fruits, to Henry Goulburn, Chief Secretary, Dublin Castle, requesting an answer to the legal case presented by Mason, concerning his application, 6 February 1823; encloses copy of petition of Mason, joint patentee of the office of First Fruits in Ireland, to the Lords Commissioners of the Treasury, detailing his right, as joint patentee, to instigate a new valuation of ecclesiastical dignities and benefices, and requesting funds in order to carry it out, 18 January 1823; petition accompanied by certified copy of letters patent, granting the office of clerk of the First Fruits to Shaw, and to Edward Glascock, and Walter Glascock, originally dated 30 May 1812. File also includes copies of legal opinions of William Conyngham Plunket, Attorney General of Ireland, originally dated 28 October 1822; and Henry Joy, Solicitor General of Ireland, originally dated 21 February 1823, respecting Mason's claims, and each stating that he holds no such power. Also copy of letter from William Gregory, Under Secretary, Dublin Castle, to Mason, stating that the patent in question, 'is not a Commission under the Great Seal….and consequently that you….have no authority to make any valuations of Benefices under the Statute'. Warns Mason that if he 'persists' in his case, his patent will be revoked, 22 February 1823 [incorrectly dated as 1822 at head of letter, but dated as 1823 on reverse annotation]. |

Petition of poor inhabitants of parish of Aughrim, County Roscommon, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, emphasising their distress and complaining of demands for grand jury cess; requests exemption from payment of spring cess, January 1823. Also letter from Robert Henry French, Dublin, treasurer for County Roscommon, to Henry Goulburn, Chief Secretary, Dublin Castle, responding, as requested, to the petitioners' complaints, and detailing the reason why the cess was levied on the poorer inhabitants, despite an order from the Irish government to halt its collection, in order to assist the relief of the poor, 23 January 1823. Also petition of the poor inhabitants of parishes of Bumlin [Strokestown], Kiltrustan, and Lisanuffy [Lissonuffy], County Roscommon, to Wellesley, detailing their similar distress, and noting that during the previous summer, the cess collectors had already collected the payments from the poor inhabitants, but not the wealthier inhabitants, prior to receipt of the government's order not to make any such collections. Requests that the money paid may be refunded; petition signed by John A Fearns, on behalf of the parishioners, at Strokestown, 3 February 1823; also 2 identical petitions renewing their request, dated 17 and 28 February 1823. |

Petition of the trustees of the society for relief of sick and indigent room keepers, to Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, Dublin Castle, emphasising the 'wretched' condition of hundreds of room keepers. Requests supply of blankets from the commissariat stores, 'to shelter their emaciated Bodies from the bitterness of the present severe Weather'. Names of Samuel Rosborough, treasurer; George Brown; and Arthur O'Neil, Charles Gibbons, George Moore, and James Jones, presidents of the divisional meetings for awarding relief to applicants, are annexed below petition, 25 January 1823. Also letter from Major General George Wulff, Lieutenant Colonel Henry Rogers, and John Butcher, office of ordnance, Dublin, officers of ordnance, to William Gregory, Under Secretary, Dublin Castle, stating that there are no spare blankets held in the commissariat stores, 12 January 1823. Also note from officers of ordnance, in response to Gregory's note, requesting them to return the original petition, 19 February 1823. |
