Letter from Arthur Keane, to Chief Secretary's Office, Dublin Castle, making a detailed statement concerning his membership of a society, comprised of various lodges, '...to promote the spirit of reform and Repeal of the Union…', and their activities to consolidate support. Refers to his work to 'affiliate with men of influence', chiefly targeting, 'those who were known to have had a rank' in 1798 rebellion and in Robert Emmet's insurrection; alludes to the circumstances of a meeting in Dublin attended by Major Fitzgerald. Requests that, 'in case I am reported to Government, I may be sent for, and not treated as a felon', 19 February 1823. Also note from Major Henry Charles Sirr, police magistrate, Dublin, to William Gregory, Under Secretary, Dublin Castle, stating that, 'I do not know Arthur Keane but it appears that he knows something of the History of the Major alluded to in his letter', 22 February 1823. |

File of papers relating to repeated application of John Thomas Cramer, requesting a loan of £6,000 for repair of the embankment at Rosslare, County Wexford. File contains letters, petitions and reports from John Galloway, secretary to the commissioners for issue of money from the consolidated fund; John Thomas Cramer of Rathmore, Kinsale, County Cork; John Killaly, government civil engineer appointed under public works scheme; William Gregory, Under Secretary, Dublin Castle; and Francis Giles, London civil engineer. Includes letter from Galloway, [commissioners'] board room, Sackville [O'Connell] Street, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, concerning Cramer's application for funds, and reporting the opinion of the commissioners' engineer, 5 November 1822; encloses copy of report of George Halpin, engineer to the commissioners, advising against the loan, as the sum is 'insufficient' for the work required on the embankment, noting, 'This I endeavoured to impress upon Mr. Cramer..', 30 October 1822. Also letter from Cramer to Goulburn, complaining that Halphin 'did not fulfil his duties… so as to enable him to form a correct opinion of the embankment..'. Requests second opinion from another engineer, 4 February 1823. Also includes letter from Killaly, Tullamore, King's County [County Offaly], to William Gregory, Under Secretary, Dublin Castle, reporting in detail on his inspection of the Rosslare embankment, and including an itemised breakdown of estimated expenditure of the work required. Concludes that, 'The employment which this measure would afford to a well conducted but distressed population, presents a strong inducement for the prosecution of the work', 2 July 1822; encloses sketch map by Killaly, in ink with colour washes, showing plan of Wexford harbour, and indicating the several breaches in the embankment, June 1823. |
