Annual report and accounts of Dublin police establishment for year 1822

SCOPE & CONTENT:

Annual report of the chief magistrate and the divisional police magistrates of the Dublin police establishment, detailing their work. Refers in particular to the problems posed by the spread of Ribbonism to Dublin from neighbouring counties, and the difficulty in detecting its secret organisation. Also comments on problem of 'systematic' outrages involving threats and violence against those not sworn into the Ribbon organisation. Also includes reports on the riot at the Theatre Royal, Dublin, on 14 December 1822; comments on any instances of particular crimes, such as murder, burglary, highway robbery, and larceny; and on police efforts to prosecute the keepers of brothels. Report signed by Alderman Frederick Darley, John C Graves, Henry Charles Sirr, [?Sir William Stamer], George Studdert, Thomas Herbert, John Exshaw, Joseph Gabbet, William Long, John Tudor, James Blacker, Henry Cole, and Sir Garret Neville, police magistrates. Report also includes a statement of account of income and expenditure of Dublin police and watch establishment, 6 January 1822-5 January 1823, signed by John Cathcart Lees, receiver of the public offices.

SCOPE & CONTENT:

Letter from David Herdman, at head police office, Dublin, to William Gregory, Under Secretary, Dublin Castle, stating that he has been sent from Scotland with a warrant from the Lord Justice Clerk for Scotland, to apprehend William Borthwick, formerly a cashier of the East Lothian Banking Company, 'who has defrauded the bank to the extent of £80,000 or £90,000', and who is believed to have travelled to Belfast. Includes a list of names of individuals in Belfast, requesting that an order be given to the Irish Post Office to examine any letters addressed to them, 20 February 1823. Annotations on reverse of letter by Richard Wellesley, 1st marquis Wellesley, Lord Lieutenant, and by Henry Joy, Solicitor General for Ireland, concerning the case. Also identical letter, possibly addressed to Henry Goulburn, Chief Secretary, 20 February 1823.

Letter from Thomas FitzGibbon, Cork Chamber of Commerce committee room, president of Cork Chamber of Commerce, to, William Gregory, Under Secretary, Dublin Castle, concerning a petition 'purporting' to be from the merchants, traders and manufacturers of Cork, to the Treasury, requesting to supply the provisions for convict ships at Cork. FitzGibbon states that the Chamber has been unable to ascertain the identity of the petitioners, 27 February 1823. Also letter from John Charles Herries, Treasury Chambers, London, junior secretary to the Lords Commissioners of the Treasury, to Henry Goulburn, Chief Secretary, Dublin Castle, conveying the opinion of the Lords Commissioners of the Treasury, respecting the petition of the Cork merchants, July 1823.

File of papers concerning plans submitted for proposed new county jail at Mullingar, County Westmeath. Includes letter from James Gibbons junior, at Morrison's Hotel, Dublin, to William Gregory, Under Secretary, Dublin Castle, stating that he is chairman of a committee appointed by the County Westmeath grand jury, to prepare plans for a new county jail. Inquires about likelihood of a government loan for the work. Requests an answer to be sent to him at Ballynagall, Mullingar, 4 March 1823. Also letter from Lieutenant General Quin John Freeman, Richard French, and Robert Gregory, commissioners of Board of Works, Dublin, to William Gregory, 26 February 1824, returning documents sent detailing the amended plans for the proposed jail [none present except for covering note sent with the plans and specifications, dated 18 February 1824 and certified by J Ardill, 74 Aungier Street, Dublin]; the commissioners also enclose copy of a report by Francis Johnston, architect to the Board of Works, to Robert Robinson, secretary to Board of Works, stating his opinion on the amended plans, 25 February 1823.
