He stresses that funds have been raised through county presentation, commissioners appointed, tenders invited for contract, a law agent employed and an inspector of works for the proposed new gaol; emphasises they are now concerned with erection of a county bridewell ‘as recommended by the Inspectors General’.

SCOPE & CONTENT:

Petition of Maria Jackson, widow, 1 Carter’s Lane, off Smithfield, Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, lamenting at being ‘in a famishing state’ and seeking a measure of financial relief. Emphasises her loyalty and the service of the Sandys family and complains of living ‘in a wretched Garret on a poor bit of Straw bereft of health, of food, in fact of every Earthly consolation’; reveals she ‘lost two Brothers in actual Service’, one of whom, Sergeant Simon Sandys of the Royal Longford militia, was killed on 21 June 1798 in an affray with ‘the Irish Rebbels [sic] at Vinegar Hill’; also claims that the Chief Secretary’s Lodge in Phoenix Park, Dublin, was built by her brother Major William Sandys, who was also appointed park ranger.

SCOPE & CONTENT:

Letter from Lieutenant Colonel J Finch, Royal Hospital, Kilmainham, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, enclosing copy letter from Major General John Lambert, commander of the southern district, Cork, County Cork, reporting on an outbreak of fire on board the convict hulk ‘Surprize’ which is stationed at Cove [Cobh] in County Cork. Explains that the fire was brought under control through the collective efforts of the personnel of the flagship under Lieutenant Frankland and troops from Haulbowline Island; indicates that upon investigation in company of Lord Colville, it was concluded the fire was the product of ‘design’ although the party responsible was not identified. Recommends the vessel be fitted with ‘an Engine and accompanying apparatus’ to enable a timely response to such emergencies and recruitment of additional supervisors to watch over the prisoners.

SCOPE & CONTENT:

Letter from John Killaly, engineer, Ennis, County Clare, to William H Gregory, Under Secretary of Ireland, Dublin Castle, stressing the necessity of making an adequate response to the needs of the impoverished in the villages of Broadford and Woodford in County Galway; observes he has found the people there ‘in great want, owing to the high price of food’ and indicates that a sum of £20 was expended in public works prior to receipt of a communication from the Lord Lieutenant insisting that funds for such activity must be ‘previously appropriated’. Also letter from Hugh B [Hackett], vicar of Iniscaltra, Moynoe and Clonrush and John Burke, Whitegate, County Clare, to Gregory, expressing displeasure at the termination of public works in neighbourhood and complaining of the plight of the poor; emphasises potential for lawlessness amongst the lower orders and remarks ‘The stealing of Cows and sheep to an alarming extent has already commenced’. Also letter from Killaly to Gregory observing the source of scarcity in the region is due to a failure of the potato crop; he seeks sanction for expenditure of four or five hundred pounds on road improvements to provide employment for the poor; also remarks on the limited progress of the plan to repair the bridge over the River Shannon at Killaloe and indicates a sum of £2,000 will be required ‘for the carrying on of public works in the Central District’.

Also letter from Mathew Barrington, crown solicitor for the Munster circuit, to Gregory, dismissing Guerin's claim as invalid for he observes ‘the memorialist never to my Knowledge gave any information whatever or was ever brought forward as a Witness’, although he concedes, ‘his Brother (who was Murdered) had given private information to Major Warburton’.
