Letter from Major Richard Willcocks, County Cork, inspector general of police, concerning application by William Cruse for superannuation

SCOPE & CONTENT:

Letter from Major Richard Willcocks, Cashel, County Tipperary, inspector general of police, to William H Gregory, Under Secretary of Ireland, Dublin Castle, reporting on application by William Cruse of barony of Clanwilliam, County Tipperary, for payment of superannuation following discharge from the police constabulary. Conveys he had an interview with Cruse, and considers him fit enough to continue in work; observes with regret ‘that there is no provision made for the deserving worn out men under the Peace Preservation Establishment’, 12 July 1824. Encloses letter from John Bolton Massy, Ballywire, County Tipperary, recommending extension of superannuation to Cruse. Recalls account of particular valour shown by Cruse to his dying brother who fought alongside him with the 18th Regiment [of Foot]f light dragoons in the south of France. Annotation on back by John Sealy Townsend, King's Counsel and legal advisor to CSO indicating that as Cruse has not been wounded or injured in active police service, he is not entitled to superannuation, 21 July 1824. Also memorial from sergeant Cruse, Tipperary, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting advance of aid under the superannuation bill. Claims to have received various wounds during his 19 years and 7 months in military service, 12 August 1824. Encloses certificate from Wilson Ray, Tipperary, medical doctor and surgeon, stating that Cruse’s health has declined and deteriorated, 8 August 1824. Also encloses certificate from Edward Wilson, chief police magistrate of baronies of Kilnamanagh and Eliogarty, indicating that following 6 years in the police, Cruse has been discharged, ‘being worn out’, 1 June 1824.

Letter from Major Thomas D’Arcy, Belfast, concerning claims of Robert Webster for service in the police and revenue

SCOPE & CONTENT:

Letter from Major Thomas D’Arcy, Belfast, County Antrim, inspector general of police for province of Ulster, to Henry Goulburn, Chief Secretary of Ireland, reporting on application of Robert Webster for advance of compensation for past services to police and revenue. Remarks that while serving under his superintendence in County Donegal, Webster was ‘very active in assisting to suppress illicit Distillation’, 26 October 1824. Returns memorial from Webster, 22 Peter Street, Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking advance of compensation on account of long period of service to King and country and for redress of arrears claimed from the Excise Board for duties carried out at Inishowen, County Donegal. Refers to having spent 12 years in military service, largely with the 2nd battalion of light infantry, and also makes reference to his work with the police and the board of excise. Recollects his part in the military force at Dunnaleague, [Drimoleague], County Cork, near to where the French intended making an incursion in 1796; adds in the following year he served under General Sir Eyre Coote, and Colonel Wilkinson of the 30th Regiment of Foot, with responsibility for escorting prisoners charged with treason, and for protection of military approvers. Also claims in the 1798 Rebellion he served under General Sir John Moore at Rosscarbery, County Cork, and was instrumental in apprehending ‘a Ringleader of the united [Irish] men’ who was charged with the murder of [William] Morris of Benduff, 5 October 1824. Also further application from Webster to Goulburn, providing detail of various claims on government for duties performed in counties Donegal, Galway and Wexford. Remarks that while in County Galway ‘a conspiracy was formed to take my life for having a warrant executed on priest Fahey’ and also notes his discovery of Ribbonmen in that quarter, 3 November 1824.

Petition of Richard Manders and Thomas Johnson, County Dublin, requesting grant of £628 12s 5d to repair bridge and road in parish of Swords

SCOPE & CONTENT:

Petition of Richard Manders, Brackenstown, County Dublin, and Thomas Johnson, Forest [Forrest], County Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting advance of sum of £628 12s 5d in order to reconstruct a bridge [spanning the townlands of Brackenstown and Brazil, in the parish of Swords] and to make repairs to the approach road. Emphasises dilapidated state of bridge and ‘difficult and dangerous’ state of road and indicates that a presentation was made for the sum of £1,257 4s 10d by the county grand jury, half of which was to be raised by the county, the other half to acquired through application to the Lord Lieutenant under the provisions of the act of Parliament. With response annotated on back indicating that no funds are available to the Lord Lieutenant for the proposed work.

SCOPE & CONTENT:

Petition of George Henry Sarratt, Port Redford, near Moville, County Donegal, lieutenant of royal Navy and chief officer in the preventative water guard, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking payment of compensation due to malicious burning of a stack of turf. Claims that the incident followed his investigation of John McCalliom [McCallion], of Menanarragh [?Meenavanaghan], in the barony of Inishowen, who was suspected of smuggling or having in his possession illicit materials. Indicates he made application to the local grand jury who accepted his claim for redress, but later withdrew their consent on account of the form not having been sworn before a magistrate. Encloses copy of submission by Sarratt to justices of the grand jury, Lifford, County Donegal, seeking reimbursement of cost of turf destroyed by fire on the night of 19 April [1824], valued at £4 10s.

Letter from Richard O’Connell, Dungarvan, County Waterford, late police constable, to William H Gregory, Under Secretary of Ireland, Dublin Castle, enclosing memorial to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking sanction for payment of superannuation allowance by county grand jury. Admits to being over 60 years of age and having responsibility for a wife and 8 children; also remarks he served for 30 years as a police constable in the barony of Decies without Drum, 19 July 1824. Encloses certificate from the magistrates and grand jury of County Waterford in support of application from O’Connell, signed by Richard Power, MP for Waterford, and 3 others, 13 July 1824. Also letter from O’Connell to Henry Goulburn, Chief Secretary of Ireland, asking whether or not his memorial and certificate have been received. Stresses urgency of matter, since any further hindrance will result in his application for superannuation being delayed until the next summer assizes, 4 November 1824.

SCOPE & CONTENT:

Letter from [Arthur] Kelly, Armagh, County Armagh, to Henry Goulburn, Chief Secretary of Ireland, expressing concern over cost to county of proposed trigonometrical survey of Ireland. Refers to the recent baronial survey of County Armagh, undertaken by William Armstrong, land surveyor, which required funds to be raised of £2,500. Indicates he has been in communication with Lord Gosford [Archibald Acheson, 2nd Earl of Gosford], governor of the county, and county parliamentary representatives, to stress the importance of reference to landed proprietors in connection with the survey. Also draft reply from CSO indicating the Lord Lieutenant does not anticipate exclusion of any Irish county, for the intended work is a general survey of Ireland conducted under auspices of the Board of Ordnance.

Letter from William Campbell, chairman, Stamp Office, William Street, Dublin, to Lieutenant Colonel Meyrick Shawe, private secretary to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting sanction for appointment of successor to John Walsh, distributor for stamps in County Cavan, who was dismissed for misconduct and being in debt. Also raises need for a firelighter to fill a vacancy at the Stamp Office. With reply from Shawe on base conveying the Lord Lieutenant’s desire to have John McKeogh [or McGough] appointed as firelighter. Notes he was employed as messenger to the state porter at Dublin Castle, ‘but occasionally given to liquor which occasioned his dismissal’.
