Petition of Jeremiah McCarthy, ganger, and the road labourers of Newcastle West, County Limerick, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking intervention over alleged failure of John Kelly, engineer, [under supervision of Richard Griffith, civil engineer overseeing public works schemes], to disburse wages for labour on the new road from Newcastle West to Abbeyfeale, County Limerick. Claims that Kelly undertook to pay wages to the men once a month, but later reneged on this agreement, claiming that insufficient work had been performed by the men. Indicates that Alfred Furlong, agreed to advance to the men payment of 6d per day, as many were suffering from malnourishment. Remarks that since Kelly failed to make timely payments for the work he was brought before the magistrates at the petty sessions. |

Remarks that he has been recently discharged from active duty and encloses certificate from Edward Wilson, chief police magistrate of County Tipperary, stressing Robinson has ‘conducted himself with great propriety’, but being ‘worn out’ is now discharged the service, 1 June 1824. Also certificate from Wilson Ray, Tipperary, medical doctor and surgeon, stressing Robinson’s entitlement to pension on account of physical condition, 12 August 1824. |

Encloses certificate from Edward Wilson, chief police magistrate of County Tipperary, indicating that Murphy is no longer fit to continue and has been discharged from the police service, 1 June 1824. Also certificate from Wilson Ray, Tipperary, medical doctor and surgeon, indicating he has treated Murphy for an asthma complaint brought on by exposure to the cold. Affirms explanation given by Conner and notes on account of her evidence 5 men were convicted and executed; adds for her safety she was obliged to leave the town of Longford, County Longford, and she was remunerated through payment of half a guinea per week, a sum later modified to a single lump sum of £10 upon her marriage, 31 October 1824. Returns memorial from Conner, Charleville, County Cork, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, seeking financial aid to undergo a voyage to America. Refers to her instrumental part in bringing to justice Joseph Connell, Oliver Wallace, John McKeon, James Jenden, Thomas McGavry and Thomas Armstrong, for the murder of a man from the townland of Culm Kill [Collumkill], County Longford, in 1816. Emphasises limited means of income and responsibilities for large family, 11 October 1824. Letter from Richard Townsend Herbert, public accounts office, Foster Place, Dublin, chief commissioner for auditing public civil accounts, to Henry Goulburn, Chief Secretary of Ireland, offering apologies for not having paid a personal visit and also extending regrets from his son, Capt Herbert, who had not time to call prior to his departure for England. States he left a map of Killarney, County Kerry, at Dublin Castle, in order to have lithographic copies prepared, and adds ‘a few of the Copies would answer my purpose’. Also expresses pleasure at the quality of woodcock at Muckross, County Kerry, and extends invitation to Goulburn to visit for some game shooting in either December or January. |

File of material relating to settlements of claims made by those who acted as witnesses for the crown in prosecutions including the trial of the murderers of Major Richard Going, chief police magistrate of Rathkeale, County Limerick, who was killed on 22 October 1821. Includes letter from Matthew Barrington, Dublin, crown solicitor for Munster circuit, to William Gregory, Under Secretary, Dublin Castle, recommending payment of £100 ‘in full’ to Edward Collins, who gave evidence against 3 of the murderers of Major Going, to facilitate his departure from County Limerick for London, 10 May 1824. Returns letter from Lieutenant Robert Henry Colonel Dick, 42nd Regiment of Foot, Limerick, to Henry Goulburn, Chief Secretary, Dublin Castle, indicating that Collins ‘was the first who gave any information’ on the killing of Going and recommending his claim for compensation to aid passage to London, 21 April 1824. Also includes letter from Barrington to Gregory, recommending payment of £200 to Owen Sullivan, who brought a successful prosecuted against those who attacked his dwelling house in County Kerry in 1817. Remarks for reasons of personal safety, Sullivan moved with his family to Dublin, and was paid an allowance of £1 per week by government, 13 May 1824. Returns letter from Sullivan,124 Mecklenburgh [Railway] Street, Dublin, to Gregory, asserting claim and complaining of distressed circumstances. Indicates if ‘some remuneration in hand’ can be given he will forfeit his ongoing claim to £1 per week, 8 May 1824. Also includes letter from Barrington to Gregory, recommending payment of £15 to John Walsh of Limerick for purchase of clothes and continuation of his weekly payment. Reveals that Walsh has acted as approver and gave evidence in the trial of 2 men accused of carrying out an attack on the police at Glenosheen, County Limerick, and also prosecuted 3 persons in County Cork for murder of police at Churchtown, 18 May 1824. Returns memorial from Walsh to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, outlining his abandonment of Ribbonism and his offer of service as crown witness; seeks additional financial aid from government. Indicates he provided evidence on 2 men who were implicated in an attack on Mr Heffernan’s house at Dunbarry, County Cork, in June 1823; notes they were both convicted and later executed at Buttervant and for his contribution he received a reward from government of £30. Also refers to his prosecution of 3 men for the attack on the police at Glenosheen in April 1823, and indicates that a number of others are likely to face charges for the same offence. Also mentions that three men of the same party are guilty of the attack on Mr Bonlow’s property at Sally Park, County Cork, 5 May 1824.
