Petition of Richard Whaley, 47 Grafton Street, Dublin, to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting a post of employment as clerk in one of the public offices. Refers to proposals sent earlier to Henry Goulburn, Chief Secretary of Ireland, which purported to save government the sum of £180,000 per annum, on crown prosecutions; indicates that he gained his insights into such legal business while engaged in the office of clerk of the crown. Admits he has been unable to retain employment as a linen draper, and has responsibilities for support of a family. Letter from Lieutenant Colonel George Morris, governor, House of Industry, Dublin, to Henry Goulburn, Chief Secretary, Dublin Castle, reporting on application by Dr John Peebles for inclusion in the annual report of that institution. Outlines several objections to giving him the distinction of ‘junior surgeon’ on account of his pretensions to succeed as surgeon; concludes he should be designated in the report as ‘accoucheur’ and cautioned that such acknowledgement gives no entitlement to future advancement, 1 November 1824. SCOPE & CONTENT:

Letter from Major Richard Willcocks, Cashel, County Tipperary, inspector general of police, to Henry Goulburn, Chief Secretary, Dublin Castle, recommending payment of expenses claimed by Captain B Nangle, chief constable of police, Rathcormac, County Cork, 22 October 1824. Returns letter from Nangle enclosing memorial to Richard Wellesley, 1st Marquis Wellesley, Lord Lieutenant, Dublin Castle, requesting payment of expenses, especially for attendance at the assizes of the city of Cork. Nangle affirms he acted as paymaster for the police establishment of Cork and had charge of one of the largest baronies in the county, 22 July 1824. Also letter from Nangle to Goulburn, emphasising urgency of his claim to expenses, as a local banker, Mr Pike of Cork, threatens to instigate legal proceedings for non payment of loan of £60 advances in support of the police establishment, 8 November 1824. Also additional letter from Nangle to Goulburn, reiterating application for payment of expenses. Contends the monies claimed are not specifically for execution of regular duties but were incurred ‘in the formation of the entire Constabulary Force of the County Cork’. Continues ‘I formed, Clothed, armed and drilled the entire Establishment, I then marched them from Dublin to Cork and kept an account with each individual of 352 Persons until sent to their respective Districts’, 29 November 1824. Encloses detailed statement of contingent expenses of police under Nangle for period 1 February to 31 December 1823; also annexes copy of account owed by Nangle to Edwards and Savage, printers and stationers, Cork, for period April to August 1823. Also letter from Willcocks to Goulburn, enclosing account of postage and stationary costs incurred by Nangle between 1 March and 31 December 1823; refers to and encloses 9 individual payment confirmation slips and receipts, designated and marked vouchers 1 to 9, 17 May 1825. Also additional letter from Willcocks to Goulburn, seeking response to request for settlement of accounts owed by Nangle, 13 October 1825.
